Chairperson Cline‎ opened the Committee‎'‎s discussion with the results of the ‎

City Council Meeting on May ‎21‎, ‎2012‎. ‎

Member Hooper‎ reported that City Council voted ‎6‎-‎1 ‎- ‎Legislative File Number ‎

2012‎-‎0155 ‎to place the police millage proposal on the City‎'‎s August ‎7‎, ‎2012 ‎

ballot‎. ‎He stated further that Member Webber had made a resolution under the ‎

same legislative file‎.‎

Member Webber‎ explained that the intent resolution had been worked on with ‎

Council Member Adam Kochenderfer and City Attorney John Staran which had ‎

passed ‎6‎-‎1‎.‎

Mr‎. ‎Tisdel ‎suggested that the Committee seek the ‎3‎.‎7 ‎mills at the August ‎7‎, ‎

2012 ‎Primary and then seek an additional ‎.‎4 ‎mills at the November ‎6‎, ‎2012 ‎

General Election‎.‎

The Committee Members briefly discussed the public comments that had been ‎

made at the City Council Meeting‎.‎

Member Johnson‎ inquired if there had been any further discussion in regard to ‎

a possible charter amendment to include police services‎.‎

Member Webber‎ responded that some concern had been expressed that ‎

some people would be hung up on the permanent nature of a charter ‎

amendment‎.‎

Member Raschke‎ commented that fire services are a permanent nature but ‎

had gone into the City‎'‎s Charter in ‎1984‎. ‎She commented further that City ‎

Council had been very conservative with the fire millage and that fire and police ‎

services are basic essentials‎, ‎unlike parks‎, ‎which could be considered a luxury ‎

item‎. ‎

Chairperson Cline‎ suggested that if the ballot proposal passes in August‎, ‎the ‎

Committee could begin work on a charter amendment that would include funding ‎

for police services‎.‎

Member Webber ‎stated the importance for the educational program to show ‎

that if the ballot proposal passes‎, ‎City Council will only levy the funds needed‎.‎

Chairperson Cline ‎inquired that if the ballot proposal passes and there would ‎

be a sudden bridge repair emergency‎, ‎how would the repair be funded‎?‎

Member Webber‎ responded that the City maintains a General Fund Balance ‎

as well as a major road balance which could be considered as ‎'‎rainy day‎' ‎

reserve funds and utilized for funding the repair costs‎.‎

Member Johnson ‎stated that the fund balance is part of the public‎'‎s confusion ‎

when faced with a call for specific funding‎.‎

Member Rogers‎ commented on the similarity of the fund balance to an ‎

individual‎'‎s savings account‎.‎

Member Webber ‎clarified that the fund balance is not just one huge fund‎. ‎He ‎

gave an example that five additional officers could not be funded from major ‎

road balance‎.‎

Chairperson Cline‎ suggested that the Committee move to its ‎'‎to do list‎' ‎in ‎

preparation for the August ‎7‎th primary and that the Committee would need to ‎

determine its request for funding to be presented for City Council‎'‎s ‎

consideration for the education program materials‎.‎

The Committee Members discussed the type of print matter to be used for the ‎

informational mailing‎, ‎the types of mailing lists to use‎, ‎the number of mailings ‎

and the costs necessary to contact the City‎'‎s residents‎. ‎The Committee then ‎

discussed the dates when the educational materials should be mailed to the ‎

City‎'‎s residents‎. ‎It was suggested that the Committee could also contact the ‎

City‎'‎s residents via e‎-‎mails‎, ‎the City‎'‎s cable channel and by the use of yard ‎

signs‎. ‎

A brief discussion ensued by the Committee Members about some of the ‎

public‎'‎s comments posted to the article published in The Rochester Patch‎. ‎

Member Raschke ‎suggested that the citizen representatives on the Committee ‎

should participate when comments are made on the Rochester Patch and in ‎

public discussion forums‎.‎

Discussion ensued between the Members as to the best manner and ‎

appropriate response to public inquiries and distribution of educational articles to ‎

the various print and electronic newspapers received throughout the City‎. ‎The ‎

Committee Members discussed how the millage rate is set by City Council ‎

annually at its regular meeting in September‎, ‎by law‎. ‎The Members discussed ‎

that in the past‎, ‎City Council had not used the full levy amount authorized in the ‎

City‎'‎s charter for fire services‎. ‎Discussion continued further on the best way to ‎

write the proposed millage educational piece to be mailed to the City‎'‎s residents‎. ‎

Chairperson Cline‎ suggested that the Committee should discuss and prepare ‎

its request resolution for funding for the educational piece to be distributed to the ‎

City‎'‎s residents for presentation to City Council‎. ‎

The Committee Members discussed the possibility of an informational table at ‎

the City‎'‎s Festival of the Hills Celebration‎. ‎

The Committee Members discussed and prepared its request resolution to City ‎

Council‎.‎

an Educational Campaign‎
