Member Phillips thought maintenance might be the primary focus of ‎

stewardship because once a parcel is purchased for open space‎, ‎it has to be ‎

maintained and preserved‎. ‎Acquisition and accessibility are not really part ‎

of stewardship‎.‎

A motion was made by Phillips‎, ‎seconded by Peterson‎, ‎that this matter be ‎

COMMUNICATIONS

Chairperson Carvey announced with regrets that Members Loebs and Tilove ‎

are finishing their term on GSAB‎. ‎He presented proclamations of appreciation ‎

to them for their fine service and dedication‎. ‎Member Loebs has served since ‎

2008 ‎and Member Tilove since ‎2010‎. ‎They were very active in carrying out the ‎

mission of GSAB and will be greatly missed‎. ‎Members Loebs and Tilove ‎

expressed thanks for the recognition‎.‎

Chairperson Carvey announced that Member Peterson was reappointed as well ‎

as two new members‎, ‎Ms‎. ‎Sandra Niks‎, ‎and Mr‎. ‎Luke Freer‎, ‎for a three‎-‎year ‎

term to expire ‎12‎/‎31‎/‎16‎.‎

GSAB Property Nominations ‎& ‎Acquisitions Sub‎-‎Committee‎

Mr‎. ‎Mike Hartner‎, ‎Director of Parks ‎& ‎Forestry gave an update regarding a ‎

parcel that was originally nominated for green space in ‎2006‎. ‎The owner‎, ‎Mr‎. ‎

George Karas‎, ‎has recently made it known that he is interested in selling the ‎

parcel which is located off Walton Boulevard west of Adams Road‎. ‎It is long and ‎

narrow and borders a Consumers Power easement between two subdivisions‎. ‎

In ‎2006‎, ‎GSAB scored the parcel‎, ‎but did not make a recommendation for ‎

acquisition and the utility easement did not come into account at that time‎. ‎Mr‎. ‎

Hartner has contacted Lansing and discovered Consumers Power would be ‎

interested in allowing the City to construct a bike path trail on top of their ‎

easement‎, ‎which would be approximately one mile through an active residential ‎

area giving it possible value as open space‎. ‎

A question was raised if an easement parcel for a bike path could be paid for ‎

with stewardship funds‎. ‎Mr‎. ‎Hartner noted that the City Attorney would need to ‎

address that question‎. ‎However‎, ‎the first step is to make sure we secure the ‎

utility easement‎.‎

Board members discussed the potential of this parcel as green space‎. ‎The ‎

consensus was to walk the parcel‎. ‎Mr‎. ‎Hartner will contact the owner for ‎

permission‎.‎

Discuss Stewardship Management Plan‎

Member Peterson reported that he recently attended a meeting organized by ‎

Mr‎. ‎Hartner that included other city staff to brainstorm how to develop a ‎

stewardship management plan‎. ‎Mr‎. ‎Hartner noted that the main goal is to ‎

establish a process that governs the new responsibility of stewardship‎. ‎He ‎

distributed a rough outline of the topics discussed during the session‎. ‎There will ‎

be more meetings held over the next several months with city staff to further ‎

discuss a stewardship process‎. ‎Then it will be presented to GSAB for review ‎

and discussion‎. ‎Once GSAB finalizes the stewardship process‎, ‎it will be ‎

presented to City Council for approval‎. ‎It was a good first step‎.‎

Mr‎. ‎Hartner explained that it took almost one year for GSAB to establish a ‎

process in ‎2006 ‎to effectively evaluate and score nominated parcels objectively ‎

in order to make prudent recommendations to City Council for acquisition‎. ‎In ‎

addition‎, ‎Mr‎. ‎Hartner contacted the United States Department of Agriculture ‎

(‎USDA‎). ‎They can advise local governments on land conservation issues ‎

which would help set parameters for an action plan for each open space parcel ‎

or site‎. ‎

Other comments noted were‎:‎

·‎ It should be determined what role GSAB has within a comprehensive ‎

plan for preservation‎, ‎protection and maintenance of green space‎, ‎open ‎

space‎, ‎and natural features within Rochester Hills‎.‎

·‎ A public forum should be ‎held‎ ‎considered‎ to gather input from local ‎

experts‎, ‎master gardeners‎, ‎as well as residents‎, ‎etc‎. ‎

·‎ A plan should contain some way to quantify results‎. ‎Perhaps a live map ‎

could be constructed on the city’s web page to show updates or progress ‎

on stewardship projects‎.‎

·‎ Volunteers and local groups should be engaged in stewardship projects‎. ‎

Riverbend park could be utilized for scout projects or overnight camps to ‎

learn skills or obtain service hours‎.‎

Mr‎. ‎Hartner noted that Mr‎. ‎Keith Sawdon‎, ‎Finance Director‎, ‎will provide an ‎

update at the January meeting on establishing a stewardship perpetual care ‎

trust fund‎.‎

Everyone agreed that stewardship is a unique opportunity and will be precedent ‎

setting‎.‎
