| The Committee Members discussed Chairperson Cline's role as facilitator of |

| the meeting, maintain topic discussions on track and within the time frame |
|
| scheduled; Committee Members or a Member would have to take notes and |
|
| assist with the presentation; and Messrs. Sawdon and Schneck and Captain |
|
| Johnson would be in attendance at the HOA presentation to answer |
|
| administrative questions; powerpoint slides or flip charts could be presented to |
|
| the audience through the overhead projector camera in the City Hall Auditorium; |
|
| directed that clerical staff should make approximately 100 copies of the agenda, |
|
| the introduction and the Committee's article for distribution at the meeting; direct |
|
| the attendees to contact the Committee through its Face Book page and to the |
|

| Mr. Ivory noted that most residents may ask if crime rates are higher in the City |
|
| than in the City of Troy; he expressed his opinion that a city is responsible for |
|
| police and fire protection and road maintenance. He expressed his concern |
|
| that the General Fund should only be funding police and fire services and |
|
| maintenance of the City's roads. He suggested that the Committee be ready at |
|
| the forum to answer questions of that nature, establish that the Committee is |
|
| made up of concerned residents that have conducted research into the police |
|
| funding issue and are not under the influence of the City Administration. He |
|
| stated further that the Committee would have to create a millage number that |
|
| takes into account, economic deflation and inflation over a number of years. He |
|
| commented that he planned to be in attendance at the forum and would discuss |
|
| his suggestions with the Committee and the audience. |
