| Mr. Tom Dohr said there were questions at the time these plans were being |
| developed as to whether or not they wanted multiple access to Crooks Rd. |
| or whether, from a Planning standpoint, they should have a shared access. |
| In terms of who pays, it's generally the developer who wants to have access |
| at that time. He said this is not uncommon and happens just about |
| wherever you go. He pointed out that Austin Drive will someday be |
| continued to hook up with Devondale. They had to meet the requirements |
| of the city and bring it all the way to the property line even though there is |
| not a drive access for the last 200 feet. It's not uncommon to require |
| consideration for future developments in current development situation. In |
| this case, being in the county's right-of-way, there was a requirement for a |
| private road agreement, which the applicant applied for and received, |
| along with a permit. He recalled that this was a big issue, not only with the |
| staff and the Planning Commission, but also with the Road Commission of |
| Oakland County. From a planning standpoint, the question was, "do you |
| want to share a driveway and if so, it needs to meet certain standards?" If |
| the applicant is looking for a pavement section that's less than the standard, |
| at the time the north and south properties were developed, the drive would |
| have to be brought up to that standard. As far as a private road agreement, |
| Mr. Dohr said he didn't know what ability the applicant would have to recoup |
| some of those costs from the abutting properties. |
| Member Nowicki said by the time Crooks Rd. is widened and the |
| acceleration and deceleration lanes are installed, there won't be much of a |
| drive approach left. He felt that it was questionable as to the proper |
| location of the drive approach. Since there are no proposed plans for the |
| property to the north and south, the access may have to come in off of the |
| property to the south and around to the back end to access the property to |
| the north. He thinks the industrial drive should come in through that southern |
| vacant piece of property and around the back to access the larger parcel to |
