CALL TO ORDER
Chairperson Duistermars called the Leisure Activities Committee meeting to order at 7: |

APPROVAL OF MINUTES
Mr. Hartner commended Committee Secretary, Denise Mertz, for a fine job of accurately |
transcribing committee minutes from tape recordings alone. He noted the following |
amendments are minor corrections. |

Page 4, Any Other Business, Paragraph 1, Line 6 should read: "... Mr. Hartner will |
provide the youth representatives with the calendar on a monthly basis in an effort to |

A motion was made by Dalton, seconded by White, that this matter be Approved |
as Amended. |
Resolved that the Leisure Activities Committee hereby approves the Minutes of |
the Regular Meeting of September 20, 2004 as amended. |

Page 3, New Business, Paragraph 9, Line 1 and 2 should read: "Currently the |
Department proposed fee increase is $5 resulting in $11,000 in revenues. By increasing |
the fee to $10 for the same number of games would double increase the revenue to $22 |
,000." |
Page 4, New Business, Paragraph 5, Line 3 should be removed: "Otherwise the City |
would need full-time staff to operate and maintain the scoreboard." |
A motion was made by Dalton, seconded by White, that this matter be Approved |
as Amended. |
Resolved that the Leisure Activities Committee hereby approves the Minutes of |
the Regular Meeting of October 18, 2004 as amended. |

Establish 2005 Meeting Schedule

Resolved, that the Leisure Activities Committee establish their 2005 Meeting |
Schedule as the Third Monday of each month at 7:00 PM at 1000 Rochester Hills |
Drive, except January and February, which will be the Fourth Month due to a |
Holiday. |

Ms. Kosuda reported that she is continuing discussions with her peers regarding the |
Clinton River Trail surface choices. Currently, they are leaning toward asphalt as their |
preferred choice. |
A question was raised if asphalt involves more pollution. Mr. Hartner explained that |
when an asphalt surface is new, there can be some oil that comes off the top, but it has |
not been determined by a scientific study; it is a casual observation. The "run off " close |
to the Clinton River is a consideration. |
Mr. Hartner summarized the three (3) surface choices as being: crushed limestone |
fines, asphalt and a combination of stabilized crushed limestone fines. A test plot of |
stabilized crushed limestone fines was put down last year just inside the Crooks Road |
gate. The Committee has been looking at the surface options and will have to make a |
recommendation to Council once funding has been secured. The life cycle and annual |
maintenance costs will also be examined. |

Events Calendar for Parks & Forestry for 2005
2005 Events Calendar.pdf
Mr. Hartner distributed the 2005 Events Calendar for the Parks and Forestry |
Department. The Committee briefly discussed the following events: |
* The Canine Combustion Dog Show scheduled for May 14 and 15, 2005. The event |
consists of agility tests for about 300 dogs. |
* The Fish-O-Ree scheduled for Saturday, January 29, 2005. Over 1,000 Boy Scouts |
and their families are expected at Spencer Park for the fishing event. It is a fun winter |
activity which has been held for the past fifteen (15) years. The Boy Scouts bring in |
their own refreshments. The Parks Department has made attempts to invite a TV crew |
and helicopter to fly over and air the event, but have been unsuccessful so far. |

Discuss Parks and Recreation Master Plan

Mr. Hartner briefly discussed the upcoming review process of the Master Land Use Plan |
which is handled by the Planning Department every five (5) year. The following points |
were made: |
* The Planning Department will advertise the dates of their public meetings that will be |
held to review the Master Land Use Plan during 2005. |
* As part of the process, the Leisure Activities Committee will be invited to examine and |
update the Recreation Master Plan, which is a component of the Master Land Use Plan. |
* The Recreation Master Plan is a guide for decisions regarding the City's parks for the |
next five (5) years. It also serves as a useful vehicle for grant applications. |
* A major task will be for the Committee to decide if the community center, which has |
been an item in the Master Land Use Plan for the past fifteen (15) years, should remain |
an item or be deleted from the Plan. |
