Chairperson Windscheif called the Green Space Advisory Board meeting to order at 7:01

COMMUNICATIONS
Chairperson Windscheif reported that the amendments to the bylaws will be presented to 
City Council at their March 31, 2008 meeting.  The work plan is scheduled to be reviewed 
at an upcoming meeting.
 
Mr. Funk reported that there was an excellent presentation on environmental easements 
provided at the March 17, 2008 City Council meeting.  The Eccentric would like to write a 
story about the GSAB.
PUBLIC COMMENT
Chairperson Windscheif acknowledged Ms. Laura Douglas, a Rochester Hills resident, 
was in attendance.

Chairperson Windscheif announced that the resolution to go to a Closed Session would 
have to be postponed to the next GSAB meeting due to lack of a 'super majority' of 
members present.
This matter was Postponed
Resolved that the Green Space Advisory Board convenes immediately on March 25, 2008 
to Closed Session, as permitted by State Statute MCLA 15.268 to consider the possible 
purchase or lease of real property.  The Green Space Advisory Board will convene to Open 
Session at the conclusion of the Closed Session

Discuss GSAB staggered membership terms
Mr. Funk provided various scenarios on staggered term options.  Discussion ensued on 
how to achieve three (3) appointments in 2009.  It was suggested to wait until 2009 and 
recommend three (3) appointments be extended to 2012.  This item will be discussed 
further at the next GSAB meeting.

GSAB Administrative & Strategic Sub-Committee
The Administrative & Strategic Sub-Committee currently consists of Members 
Windscheif, Funk, Hartner and Yalamanchi.  Mr. Windscheif reported that they have met 
and discussed the staggered terms issue as well as how to report GSAB financial 
information in a simple way.  It was also suggested to populate all sub-committees with 
citizen representatives for community involvement.  
 
Chairperson Windscheif informed members that sub-committee reports would occur at 
each meeting throughout this year.

GSAB Communication, Promotion & Media Sub-Committee
The Communication, Promotion & Media Sub-committee currently consists of Members 
Funk, Peterson, Robinson, and Oriet.  Mr. Funk reported that they have not met yet due 
to waiting until the bylaws and work plan are reviewed by Council.  Ms. Melinda Hill has 
expressed interest in serving as a citizen representative on this sub-committee.  The 
Eccentric newspaper would like to write a story regarding GSAB.

GSAB Property Nominations & Acquisitions Sub-Committee
The Property Nominations & Acquisitions Sub-committee currently consists of Members 
Carvey, Gauthier and McGoldrick.  Mr. Gauthier reported that they have not met yet. 
However, it was felt that this sub-committee needs a tool to keep track of nominated 
properties and their status.  Mr. Gauthier presented a draft document showing seven (7) 
properties and their status.

GSAB Stewardship & Advocacy Sub-Committee
The Stewardship & Advocacy Sub-committee currently consists of Members Carvey, 
Loebs, Robinson, Wallace, Oriet and Graham.  Mr. Carvey reported that they have met 
and discussed ways to involve youth and the stewardship concept.  Mr. Roger Moore, City 
Surveryer, was invited to serve on this committee.  The sub-committee may set up a 
meeting with the Oakland Land Conservancy to hear an update on the stewardship 
process and report back to the full board. 
 
Chairperson Windscheif reminded the board that the current responsiblity of GSAB is to 
recommend property acquisitions to Council. The definition of stewardship and its 
responsibilities are something that needs to be defined for GSAB by City Council.
 
Mr. Moore relayed information about the easement presentation made at a recent Council 
meeting noting that stewardship efforts are most successful by educating people in 
regard to the type of easment they reside near.

ANY OTHER BUSINESS
Mr. Oriet gave a brief update regarding discussions with Mr. Robinson and the Avondale 
Conservation Club.  He and Mr. Robinson will be speaking with the Club soon about the 
GSAB efforts and projects to involve youth.
