Vice Chairperson Thomas Turnbull called the Special Brownfield Redevelopment Authority meeting to order at 7:03 p.m. in the Auditorium.

A motion was made by Morita, seconded by Sera, that this matter be Approved as Amended. The motion carried by the following vote:

Request for Approval of the proposed Act 381 Combined Brownfield Plan for Rochester Retail - City File No. 12-010 - For the former gasoline dispensing station and former dealership property located at 3010 and 3050 S. Rochester Road, located at the southwest corrner of Rochester and Auburn Roads, Parcel No. 15-34-227-046, Rochester Auburn Associates, LLC, Applicant
Ms. Morita noted that they had seen the Plan before, and she felt that the issue would be whether anyone had any questions for the applicant. There were no questions brought up. She advised that she had asked for the members to be given a copy of the recently approved Brownfield Incentives Policy. She thought that it was important to examine the purpose of the Policy in relation to the subject Brownfield Plan. She had the opportunity to speak with Chairperson McGarry prior to the meeting. He expressed his desire that the Board reviewed the purpose of the Policy and why they would consider a Brownfield Plan in their deliberations. It was Chairperson McGarry's feeling that it came down to a "but for" situation - if the project would not happen "but for" the incentives, then he felt that perhaps it was a project the City would consider. Ms. Morita was in agreement with Chairperson McGarry, and she indicated that would be her position, as well. She recalled that they did have another Brownfield Plan before them last month that they were told that "but for the brownfield incentives," the project would not happen. She added that she did not have any questions for the applicant.
Vice Chairperson Turnbull said that he had the same feeling, and Mr. Chalmers and Mr. Sera agreed that they did as well. Vice Chairperson Turnbull felt that they all had the same feeling a month ago. Ms. Morita was fairly certain that that everyone had thoroughly reviewed the Policy and the Plan. She saw the changes that were made to the Plan, and she had examined the differences between the last Plan and the recent one, and she was not seeing the need for an incentive in this case.
Vice Chairperson Turnbull agreed. He indicated that it was not an insurmountable problem to bring the project forward. Mr. Chalmers observed that it was under construction, and he said that was enough information for him. Hearing no further discussion, Vice Chairperson Turnbull asked if someone was ready to make a motion to move things along, and Mr. Chalmers moved the following:
MOTION by Chalmers, seconded by Turnbull, in the matter of City File No.12-010, the Brownfield Redevelopment Authority hereby recommends that City Council denies the application for an Act 381 Combined Brownfield Plan dated July 14, 2014 for the former gasoline dispensing station and former dealership property located at 3010 and 3050 South
Rochester Rd., Parcel No. 15-34-227-046, located at the southwest corner of Rochester and Auburn Roads.
A motion was made by Chalmers, seconded by Turnbull, that this matter be Recommended for Denial to the City Council Regular Meeting. The motion carried by the following vote:

Vice Chairperson Turnbull stated for the record that the motion had passed unanimously.

There was no further business to come before the Brownfield Redevelopment Authority.

Vice Chairperson Turnbull reminded the BRA Board that the next Regular Meeting was scheduled for October 16, 2014.

Hearing no further business to come before the Brownfield Redevelopment Authority, and upon motion by Mr. Sera, Vice Chairperson Turnbull adjourned the Special Meeting at 7:10 p.m.
