CALL TO ORDER
Chairperson Windscheif called the Green Space Advisory Board meeting to order at 7:02 
PM.

Regular Meeting of March 25, 2008 as presented.
COMMUNICATIONS
Chairperson Windscheif distributed the amended GSAB Bylaws that were approved as 
presented by City Council at the March 31, 2008 Council meeting.  Council will be 
reviewing the 2008 Work Plan at a later date.
 
An updated GSAB membership list was also distributed.
PUBLIC COMMENT
Chairperson Windscheif acknowledged that Rochester Hills residents Ms. Melinda Hill 
and Mr. Andy Krupp were in attendance. 
 
Also, Ms. Wanetta Woods, a student from Rochester High School, was in attendance for 
a high school government class project.

Resolved that the Green Space Advisory Board convenes immediately on April 22, 2008 to 
Closed Session, as permitted by State Statute MCLA 15.268 to consider the possible 
purchase or lease of real property.  The Green Space Advisory Board will convene to Open 
Session at the conclusion of the Closed Session.
GSAB convened to Closed Session at 7:14 PM.

GSAB reconvened to Open Session at 7:38 PM.

Review of Harding Road Property
A brief discussion ensued regarding the total appraised amount of all properties under 
consideration for acquisition relative to total GSAB millage funds available.  Mr. Hartner 
cautioned the Board not to focus on appraised value because of so many other factors 
that come into play. 
 
The consensus was to recommend that City Council pursue the Harding Road property for 
green space acquisition.  The Property Nominations & Acquisition Sub committee will 
prepare a Power Point presentation to City Council.  Council members will be invited to 
walk the property.
A motion was made by Funk, seconded by Carvey, that this matter be Approved.

Whereas, the Green Space Advisory Board (GSAB) has been diligently working to acquire 
open space per the Green Space and Natural Features Millage approved in 2005; and
 
Whereas, the GSAB has developed criteria for open space acquisition and evaluated 
nominated properties based on the Property Evaluation Criteria, site visits, greenway 
connectivity, and how the properties fit into Oakland County’s Spoke & Hub Strategy.
 
Now Therefore Be It Resolved that the Green Space Advisory Board hereby recommends 
that City Council consider the acquisition of the Harding Road property under the Green 
Space Millage Fund.

Discuss GSAB staggered membership terms
Chairperson Windscheif reported that the Administrative & Strategic Sub committee met 
on this matter.  Member Funk presented a draft document for consideration on how the 
recommended changes to the current membership terms would work.  After a brief 
discussion, the consensus was to request that the support staff write a draft resolution for 
GSAB to consider at its May meeting afterwhich the matter could then be moved forward 
to City Council.

Whereas,  the Rochester Hills City Council expanded the Green Space Advisory Board 
(GSAB) from seven (7) to nine (9) voting members at the City Council Meeting dated 
January 7, 2008;
 
Whereas, GSAB recommends that City Council stagger the nine (9) member terms on a 
three (3) year basis for better uniformity and continuity over the life of the GSAB millage.  
Currently six (6) terms will expire on December 31, 2010;
 
Now Therefore Be It Resolved, GSAB recommends that City Council accomplish 
staggering terms on a three (3) year basis in the following manner:
 
·     In December 2008, appoint three (3) members to December 31, 2011 as planned; and
 
·     In December 2009, take any three (3) of the six (6) terms due to expire on December 
31, 2010 and extend them to December 31, 2012.  
 
·     Keep the remaining three (3) terms to expire on December 31, 2010 as originally 
scheduled.

Update regarding any nominated properties
Mr. Hartner, Director of Parks & Forestry, provided an update on nominated properties 
which included a review of an internal document created by the Property Nominations & 
Acquisitions sub-committee that lists the latest GSAB and City Council action/status 
regarding nominated properties.  Currently there is no update on the Mead Road or 
Cloverport properties.  The owners of the Yates Cider Mill property will be submitting a 
revised nomination application.  Mr. Hartner also briefly discussed the other five (5) 
properties that have been evaluated but not recommended for acquisition at this time.

GSAB Communication, Promotion & Media Sub-Committee
Member Funk gave a brief update on pending issues which included working on the 
Harding Road presentation to City Council.

GSAB Property Nominations & Acquisitions Sub-Committee
Member Gauthier was appointed chair of the sub-committee and reported it has met.  He 
briefly discussed the internal document that was developed to track action/status of 
nominated properties.  The sub-committee discussed grant opportunities and will explore 
them further.  They also are exploring the creation of a standard grant solicitation form.  
The sub-committee is aware that they cannot apply for any grants without the approval of 
City Council.  
 
The sub-committee does not recommend a large-scale solicitation for property 
nominations be conducted at this time, but perhaps in two or three years.  They 
recommend making contact with property owners that hold strategically identified parcels 
that are considered gold-nugget type properties. 
 
Member McGoldrick briefly reported that FANUC Robotics has some property available 
and currently plans to keep it vacant.  A brief discussion ensued regarding approaching 
them or sending them a nomination form to see if they would be interested in selling it to 
the city for a modest amount.

GSAB Stewardship & Advocacy Sub-Committee
The sub-committee members reported that they have not met lately, but will plan to meet 
soon.  It was suggested that they chose a chair.  A brief discussion ensued regarding 
miscellaneous items that this sub-committee could pursue which may include meeting 
with Oakland Land Conservancy.  It was suggested that the sub-committee could 
possibly focus on defining what "stewardship" means to the GSAB Board given the types 
of property that are being acquired through the GSAB millage.  Any suggested 
recommendations could be made via a presentation to the City Council on how the city 
could incorporate stewardship in its vision.
 
It was also suggested to watch the March 17, 2008 City Council meeting for an excellent 
presentation on environmental easements.

Chairperson Windscheif opened the floor for discussion regarding the City Council's 2009 
Goals & Objectives.  The Board briefly reviewed the 2009 Goals & Objectives as it 
relates to "green space and stewardship".   It was the Board's understanding that Council 
would like to receive any input by April 28, 2008.  Member Robinson volunteered to draft 
comments based on the Board's input.  Mr. Robinson will email the consolidated notes to 
GSAB members for review and a final position memo will be forwarded to the Council 
Liaison via support staff.

ANY OTHER BUSINESS
Member Oriet wished everyone "Happy Earth Day" and announced that the Rochester 
Hills Government Youth Council will hold its first Youth Summit on Saturday April 26, 
2008 at City Hall.  Mr. Hartner is one of the directors to conduct a session with youth 
participants on how to address the deer population in the city. There will be a lot of good 
discussion and a fun event.
