CALL TO ORDER
Chairperson Windscheif called the Green Space Advisory Board meeting to 
order at 7:00 p.m.

General comments were made about upcoming events pertaining to open 
space seminars.
PUBLIC COMMENT
Chairperson Windscheif acknowledged that Mr. Mike Gates and Mr. Duane 
Hinkley were present to discuss two (2) newly nominated parcels referred to as 
the Clinton River valley parcels.  The parcels are located on the west side of 
Rochester Road and north of Childress in Rochester Hills.

Member McGoldrick reported she is maintaining a binder on GSAB articles.

GSAB Property Nominations & Acquisitions Sub-Committee
Member Gauthier reported submitting a $1,000 grant application to the Kodak 
Foundation on July 15, 2009.  The grant would provide seed money for a 
baseline stewardship assessment on the Harding Road property.  He conveyed 
the grant application requirements to GSAB members and stated the Harding 
Road parcel fit the criteria well.  The grant opportunity was discovered quickly 
and submitted through the Community Foundation of Greater Rochester on 
behalf of the Green Space Fund that is being administered by the Community 
Foundation.  A September response is anticipated.  The Board conveyed 
appreciation to members Gauthier and Carvey for meeting a short deadline.
 
Member Gauthier also distributed an update of the internal Property 
Nominations & Acquisitions log he is maintaining.
 
Mr. Mike Hartner, Director of Parks & Forestry, reported that he received written 
notification today (08-25-09) that the grant application submitted to the Michigan 
National Resources Trust Fund (MNRTF) regarding the property acquisition for 
approximately 39.3 acres, located on the southeast corner of Sheldon and 
Mead Roads, has made the first cut by meeting the administrative review 
requirements.  The grant application was for a 50% match of the true value of 
the property up to $510,000.  A copy of the grant application was shared with 
Board members to review.  Mr. Hartner paid compliments to city staff who 
worked diligently to provide thorough information.  He stated the application has 
a good potential for reaching the final list of recipients.  There were 175 projects 
submitted state wide for the grant deadline of August 1st.  The Department of 
Natural Resources (DNR) will score each project and notify each applicant as to 
their ranking on the final list.  If the City's application makes the final list, a 
request will be presented for approval of a project agreement to City Council in 
spring 2010.  The City Council will have the final decision on the purchase price 
during negotiations.
 
A concern was mentioned regarding the transition of any new council members 
that may be elected this November as it relates to on going GSAB projects.  
The Board agreed to make a presentation to the new City Council and provide 
information and history of any pending open space projects, as well as 
reiterating that all council members are welcome to attend GSAB meetings.

GSAB Stewardship & Advocacy Sub-Committee
Member Carvey reported that they are waiting to see if they receive a $1,000 
grant from the Kodak Foundation for seed money to begin a baseline 
assessment of the Harding Road property.

discussions on the Cloverport property.

NEW BUSINESS

Discussion regarding Clinton River valley parcels
Chairperson Windscheif introduced Mr. Mike Bates and Mr. Duane Hinkley, 
owners of two (2) newly nominated parcels, totaling approximately 11.5 acres, 
located by the Clinton River, west of Rochester Road and north of Childress 
Ave., referred to as the Clinton River valley parcels.   
 
Chairperson Windscheif briefly recapped the GSAB process of newly 
nominated properties, which include a property site visit, scoring the property 
based on adopted guidelines and discussion to recommend or not recommend 
acquisition to City Council.  City Council approves all recommendations.  Any 
negotiations to acquire properties are held between City Council, the 
Administration and the applicant.
 
The Board asked why the parcels were nominated.  Mr. Bates responded that 
he currently has no use for the parcels.  He also mentioned that he cannot 
comment on the status of the cement plant property that resides in the City of 
Rochester.
 
Mr. Hartner distributed the property nomination form submitted by Mr. Bates, 
the preliminary scoring and various maps of each parcel to Board members for 
their review. The parcels were preliminarily scored on their own individual merit 
based on data the City currently has on file.  The preliminary scores may be 
adjusted as GSAB determines necessary after walking the parcels.
 
Discussion ensued regarding the location of the parcels.  Parcel 15-15-404-002 
appears to be mostly wetlands. Accessibility to the two parcels is mainly off the 
Clinton River Trail.  Mr. Hartner requested that Mr. Bates supply a contact 
name and phone number to request permission to access the property for a site 
visit.
 
Mr. Bates has owned the property for approximately two (2) years and reported 
that Fidelity Bank has performed an environmental investigation and is not 
aware of any findings.  Mr. Hinkley stated that Fidelity Bank took over the 
property as a deed in lieu of a foreclosure.  Fidelity Bank has joint ownership 
with Mr. Bates. The bank is interested in marketing and liquidating the property 
as quickly as possible. 
 
Chairperson Windscheif stated that the GSAB process may not be considered 
expeditious and the bank can market the property.  However, if circumstances 
change, it was requested that Mr. Bates and Mr. Hinkley notify GSAB as soon 
as possible. They concurred.
 
GSAB expressed appreciation to Mr. Bates and Mr. Hinkley for the property 
nomination.  
 
The Board consensus was to schedule site visits for Thursday, September 3rd 
and Wednesday, September 9th at 5:30 p.m to allow all GSAB members the 
opportunity to walk the parcels.  The item will be discussed further at the 
September 22nd GSAB meeting.

Discussion regarding GSAB logo
Mr. Hartner distributed copies of suggested logo designs.  A GSAB logo would 
be very useful to identify open space parcels, show residents that their tax 
dollars are at work, and build awareness for stewardship.  The Board discussed 
logo ideas.  The consensus was to ask the Rochester Hills Government Youth 
Council (RHGYC) if they might be interested in sponsoring a contest to design 
a suitable logo that would represent the GSAB vision.
 
Member McGoldrick volunteered to champion the request to RHGYC and 
supply the necessary criteria and information.

ANY OTHER BUSINESS
Chairperson Windscheif opened the floor for discussion regarding GSAB 
staggered terms.  He reminded the Board that there are six (6) terms to expire 
on December 31, 2010.  In November, 2008, Council approved GSAB's 
recommendation, for better continuity, to take any three (3) of the six (6) terms 
and extend them to December 2012. A fair process needs to be developed to 
determine which three (3) terms which will be recommended to City Council in 
December 2009.  This item will be discussed further at the September 22nd 
GSAB meeting.
