| Mr. Casey explained there is a section of Hamlin Road that is crumbling. |

| This is a County road, but they don’t want to invest money this project and |
|
| are suggesting that the City take over ownership and maintenance of this |
|
| section of Hamlin. The City has indicated the road surface must be |
|
| repaired before it would agree to consider this. This prompted meetings |
|
| with the Road Commission and eventually resulted in a Tri-Party |
|
| Agreement to repair the surface. That program requires the City to |
|
| participate in a third of the expense, approximately $83,000. Mr. Davis is |
|
| proposing to add this project to the Concrete Slab Replacement |
|
| Program. Last year, the LDFA amended its Development and Financing |
|
| Plan to add the Concrete Slab Replacement Project, and $170,000 has |
|
| been allocated in the 2008 budget. Hamlin Road is within the District, |
|
| and it is not anticipated that any other concrete replacements will occur |
|
| within the District in 2008. The Board will determine, generally after |
|
| projects are completed and funded, which ones that it will reimburse. No |
|
| action is required of the LDFA at this time. Later, City Administration will |
|
| determine whether it will request that the Board approve a transfer of |
|
| funds to cover these costs. |
