CALL TO ORDER
Chairperson Holder called the Administration & Information Services (AIS) meeting to |
order at 4:18 PM. |

Committee Members Grace and Lee provided previous notice that they would be unable |
to attend and asked to be excused. |
APPROVAL OF MINUTES
None were presented.
COMMUNICATIONS

UNFINISHED BUSINESS
In lieu of the number of applicants for Class C Liquor Licenses, Chairperson Holder |
suggested that the following four (4) files be postponed until the next AIS Committee |
meeting in October. The Committee concurred. |

NEW BUSINESS
The Committee held a brief discussion regarding the following three (3) applicants that |
have requested a New Class C Liquor License from the City of Rochester Hills. |
Representatives for the following three (3) applicants were interviewed by the |
Committee in three separate intervals. |

Chairperson Holder welcomed the representatives from Chipotle Mexican Grill to the |
Committee. |
Ms. Jane Leslie, City Clerk, gave an overview of the request and informed the |
Committee that the Applicant has filed the appropriate paperwork according to the |
ordinance. The paperwork was included in the Committee's meeting packet for review. |
Appropriate reports were received from the City's Building Department and Sheriff's |
Department which do not indicate any issues with the Applicant. |
The Applicant made a brief presentation which included the following: |
* An brief explanation of the restaurant layout, service line, food orders, beverages and |
cash register area. |
* Alcoholic beverages will consist of beer and margaritas only and will be offered in the |
dinning area and not with any "take out" orders. |
* The point-of-sale for alcoholic beverages will be at the cash register. If a patron cares |
for a second beverage, they must go back through the service line. |
* The restaurant's main focus is on food; alcohol sales are considered minor. |
* Serviceware consists of all disposable flatware and beverage containers. |
The Committee asked if the Applicant had searched for a license elsewhere. The |
Applicant stated that they have been searching for other sources to bring in a liquor |
license, but the sources are very tight and can cost $70,000 and upwards. |
The Committee discussed the pros and cons of issuing a New Class C liquor license to |
the Applicant with the consensus being to recommend denial of the request at this time. |
A motion was made by Verschueren, seconded by Hill, that this matter be |
Recommended for Denial to the City Council Regular Meeting. |
Resolved, that the Administration & Information Services (AIS) Committee |
recommends that the Rochester Hills City Council deny the request from Chipotle |
Mexican Grill, for a New Class C License to be located at 2611 S. Rochester Rd., |
Rochester Hills, MI 48307. |

Ms. Jane Leslie, City Clerk, gave an overview of the request and informed the |
Committee that the Applicant has filed the appropriate paperwork according to the |
ordinance. The paperwork was included in the Committee's meeting packet for review. |
The Applicant made a brief presentation which included the following: |
* The restaurant is a new concept centered around the traditional Neapolitan style pizza |
which is considered to be an artisan style food item. It will focus on high-quality |
ingredients to yield a superior food product catering to families and adults with seating |
for approximately 50 patrons. |
* The restaurant proposes to offer about 40 types of wine and some beer at reasonable |
prices. It is a hybridized-style of service where the patron places the food order and will |
be served the wine or beer alcoholic beverage and will be seated to wait for the food |
order. |
* The menu will consist of about 20 stock pizzas as well as "build-your-own", four (4) |
salads, four (4) sandwiches, three (3) appetizers, and small desserts served in shot |
glasses. Lunch prices will average $8.00 per person; dinner $15 to 17 per person. |
Desserts will be $1.00. |
* The Appliant would also like to offer outside seating when appropriate. |
The Committee asked if the Applicant had searched for a license elsewhere. The |
Applicant stated that they have been searching for other sources to bring in a liquor |
license, but the sources are very tight and can cost $70,000 and upwards. |
The Committee discussed the pros and cons of issuing a New Class C liquor license to |
the Applicant with the consensus being to recommend approval of the request at this |
time. |
A motion was made by Verschueren, seconded by Kirksey, that this matter be |
Recommended for Approval to the City Council Regular Meeting. |
Resolved, that the Administration & Information Services (AIS) Committee |
recommends that the Rochester Hills City Council approve the request from Crust |
Pizza for a New Class C License to be located at 2595 S. Rochester Rd., |
Rochester Hills, MI 48307. |

Chairperson Holder welcomed the representatives from Famous Dave's Bar-B-Que to |
the Committee. |
Ms. Jane Leslie, City Clerk, gave an overview of the request and informed the |
Committee that the Applicant has filed the appropriate paperwork according to the |
ordinance. The paperwork was included in the Committee's meeting packet for review. |
The Applicant has filed all of the permits with the Building Department for the |
reconstruction of the building. Reports from the Building Department and the Fire |
Department indicate no issues with the Applicant. Sheriff Department has not submitted |
their report. |
The Applicant made a brief presentation which included the following: |
* The restaurant would occupy approximately 6800 of the 9900 square feet in the |
existing building at 2945 S. Rochester Road. |
* It is a national franchise, full-service restaurant with only three (3) other locations in |
Michigan: Westland, Roseville and Taylor. It has a perfect record with the Michigan |
Liquor Control Commission. The Westland restaurant was rated "best in country". |
* The concept of "hickory-smoked BBQ" is new to Michigan. The focus is on price and |
quality of food for a family atmosphere with about 6% to 8% of liquor sales. They also |
smoke brisket and pork on site using the highest standards of fresh meats. Lunch |
prices will average at $9; with dinner at $15 per person. They will offer catering and |
carry out services. |
* It will employ about 100 people and utilizes a detailed training program which includes |
issues regarding liquor licenses, safety, communication, customer service, etc. |
* The target for the Grand Opening is January 2006 and have never missed a deadline. |
The Committee asked if the Applicant had searched for a license elsewhere. The |
Applicant stated that they have been searching for other sources to bring in a liquor |
license, but the sources are very tight and can cost $70,000 and upwards. |
The Committee discussed the pros and cons of issuing a New Class C liquor license to |
the Applicant at this time and directed the Applicant to seek a transfer license. The |
Committee further stated that the City has a limited number of liquor licenses will be |
selective with the remaining liquor licenses. The consensus of the Committee was to |
recommend denial of the request at this time. |
A motion was made by Kirksey, seconded by Verschueren, that this matter be |
Recommended for Denial to the City Council Regular Meeting. |
Resolved, that the Administration & Information Services (AIS) Committee |
recommends that the Rochester Hills City Council deny the request from Famous |
Dave's Bar-B-Que, for a New Class C License to be located at 2945 S. Rochester |
Rd., Rochester Hills, MI 48307. |
