The Committee commenced discussion. Mr. Baiz provided the following information:

. Taco Loco is a Mexican-style, family-owned restaurant with one location in Shelby

Township. There have been no violations of any kind. Mr. Baiz owns the name "Taco

Loco" in Michigan but not nationwide because there is a unrelated chain that currently

exists in California.

. The second location requesting the liquor transfer with dance-entertainment permit will

be at 2086 and 2210 Crooks Road, Rochester Hills. It will be an upscale, authentic

Mexican restaurant to include classic mariachi music on Friday and Saturday evenings.

. The service staff and managers for the second location are fully trained and State

certified.

. Cosmetic changes are planned for the Crooks Road location that include replacing

signs, equipment, carpeting and adding Mexican decor. Eventually, there are plans for

an outdoor cafe.

. Unfortunately, the Crooks Road location sits in a valley and signage is difficult to see

from the M-59 expressway. Therefore, a request for a sign variance will be presented to

the City's Zoning Board at a future date.

. Opening date is targeted for the second week in April with State approval of the

license transfer by May 5, "Cinco de Mayo" which is a popular Mexican holiday.

Mr. Current gave a high recommendation of Mr. Baiz due to his achievements in Shelby

Township.

Ms. Leslie reported that Council President Rosen agreed to hold Special City Council

Meeting prior to the Work Session on Wednesday, March 29, 2006 to consider AIS's

recommendation for Taco Loco and Tom's Oyster Bar.

A motion was made by Verschueren, seconded by Duistermars, that this matter

be Recommended for Approval to the City Council Regular Meeting.

Resolved that the Administration & Information Services (AIS) Committee

recommends that City Council approves the request from Baez Enterprises to

transfer ownership of 2003 Class C licensed business, located at 2086 and 2210

Crooks Road, Rochester Hills, MI 48309, Oakland County, Michigan from HR

Restaurants, LLC.

Chairperson Holder welcomed the representatives for Tom's Oyster Bar as follows:

. Mr. Tom Brandel, owner/founder of Tom's Oyster Bar

. Mr. Eric Eggan, attorney from Honigam Miller Schwartz and Cohn

. Mr. Tony Curtis, developer of the new Papa Joe's Gourmet Market Place

. Mr. Gary Kotlarz, attorney representing one of the investors which happens to be his

wife, Cheryl Kotlarz

Mr. Eggan and the representatives thanked the Committee for the opportunity to be

heard on this issue. They gave a brief summary that included the following:

. Approximately one (1) year ago, the Papa Joe's entity came before the AIS Committee

and Council to request three (3) new licenses from the City's quota. The request was

denied with an understanding that if Papa Joe's obtained a transfer license, they could

re-apply to be considered for one (1) new license from the City's quota.

. Papa Joe's purchased a transfer liquor license which was approved by Council last

fall.

. Papa Joe's is seeking another restaurant and another liquor license that can be

purchased and transferred into the City for the new Papa Joe's facility.

. The name on the new license will be the corporation, Tom's Oyster Bar, of which there

are three (3) investors.

A motion was made by Duistermars, seconded by Verschueren, that this matter

be Recommended for Approval to the City Council Regular Meeting.

Resolved that the Administration & Information Services (AIS) Committee

recommends that the Rochester Hills City Council approve the request from

Tom's Oyster Bar for a New Class C License from quota to be located at 6870 N.

Rochester Rd., Rochester Hills, MI, 48306.

The motion carried by the following vote:
