Approval of May 1, 2024 WSAC Meeting Minutes
A motion was made by Mr. Hooper, seconded by Ms. Morlan, that the Meeting Minutes be approved. The motion carried by the following vote:

|
Water System Advisory Council Matters
Angela Hysinger discussed the background on the requirement for the Water System Advisory Council, the City's water supply system, recent accomplishments made by the Department of Public Services Water and Sewer Department, and upcoming water main projects.
Department of Public Services submitted the annual Complete Distribution System
Materials Inventory (CDSMI) report to EGLE in October of 2024.
Discussed 2024 Lead and Copper Monitoring Report. Annual Lead and Copper sampling will be performed in July/August at a required 30 residential locations. Water Quality Parameter (WQP) sampling is now required with 10 samples per quarter.
Angela Hysinger updated the Council on the City's Drinking Water Asset Management Grant from the Michigan Department of Environment, Great Lakes, and Energy (EGLE). This grant assists the City in meeting the requirements set forth by the State of Michigan's Safe Drinking Water Act (MI-SDWA) to develop a Complete Distribution System materials Inventory (CDSMI).

Water System Advisory Council Upcoming Rate Year Discussion
Mr. Snyder reviewed the financial condition of the City's Water and Sewer Fund as the most recently audited year end. He also discussed the sewer debt service and items that will impact future Water and Sewer rates including the Water and Sewer System's operating gain or (loss) from the prior rate year, anticipated rate changes from the City's Water and Sanitary Sewer Treatment providers, estimates of the volume of water sold or sanitary sewage treated, and the services requirement. Additional discussion took place regarding the unanticipated projected 10% increase to sewer rates due to a $70 million sanitary sewer lining project in 2026 and 2027 in the Clinton-Oakland Sanitary Sewer Interceptor District by the OCWRC.
Mr. Snyder presented the WSAC with three (3) different rate setting options to consider for the upcoming rate year. The Council voted in favor of option 2, to breakeven immediately.
A motion was made by Mr. Walker, seconded by Ms. Morlan, that this matter be resolved as presented. The motion carried by the following vote:

Resolved, that the Water System Advisory Council (WSAC) adopted the following Resolution at the April 30, 2025 meeting:
Whereas, the Water System Advisory Council supports the concept that expenses of the water and sanity sewer system must be supported by revenue from the users of the system and,
Whereas, the Water System Advisory Council supports the methodology for calculation of water and sanitary sewer rates and charges that reflect the direct and indirect costs of the water and sanitary sewer system consistent with industry guidance and to generate Water & Sanitary Sewer Fund revenues that meet respective system revenue requirements;
Therefore, be it resolved, that the Water System Advisory Council recommends the rates as presented to the committee known as Option # 2 / Breakeven Rate Change.
The Water System Advisory Council further recommends that the City Council
adopt the water and sewer rates for the billing period July 1, 2025 to June 30, 2026 as recommended by the Water System Advisory Council.
