| Mr. Rizzardi reviewed the history of the project since the site plan was approved in |
|
| October 1995. He displayed the original approved site plan and one detailing |
|
| changes made to the site plan since that approval. During building inspections it was |
|
| discovered that several changes had occurred to the site. Engineering Services issued |
|
| a Stop Work Order since it was not proceeding in accordance with the approved site |
|
| plan. The Stop Work Order was issued for three weeks in order to allow the |
|
| applicant to obtain revised site plan approval. At that point the Planning Staff did |
|
| issue a revised site plan approval based on the changes that were consistent with the |
|
| concept plan presented to the Planning Commission in October 1995. The changes |
|
| that occurred include increasing the square footage by approximately 400 square feet |
|
| to accommodate a cooling unit which has been bricked to match the exterior of the |
|
| rest of the building. That increase resulted in a requirement for two additional parking |
|
| spaces per the Zoning Ordinance. In addition, the front sidewalk did not meet the five |
|
| foot wide requirement. Since the sidewalk was not required for accessibility |
|
| purposes, the applicant reduced it to a mulch area and planting strip, which currently |
|
| exists on the site. The Fire Department noticed that there was no direct access to the |
|
| fire department connection, so a parking space was needed to be striped to prohibit |
|
| parking in the area immediately around the connection. Since there are no public |
|
| health, safety or welfare issues, the Building Department will issue a Temporary |
|
| Certificate of Occupancy for six months. |
|
| In addition, the number of lighting poles has been increased as well as the height. |
|
| They are 28 feet in height as opposed to the approved 20 foot height. The wattage |
|
| has also been increased from 400 watts to 1,000 watts. City Staff has received |
|
| several complaints from residents regarding the angle of the lights and the resulting |
|
| glare. The applicant has corrected this and no further complaints have been received. |
|
| Regarding the barrier free parking spaces, according to Michigan Barrier Free |
|
| requirements, poles need to be installed for signs identifying three spaces as barrier |
|
| free. However, the poles in the required locations would block access to the |
|
| sidewalk. The Building Department therefore recommended moving the barrier free |
|
| spaces to the current location on the other side of the aisle and place the barrier free |
|
| signs directly on the wall of the building. |
