City Council Rules of Procedure required appointments to be made two (2)

weeks after nominations were made. He suggested Council suspend the

Rules of Procedure so the appointments could be made at this meeting, due to

the fact the positions needed to be filled prior to the next Zoning Board of

Appeals (ZBA) meeting.
