After the motion was made‎, ‎Vice Chairperson Turnbull asked if there was ‎

any further discussion‎. ‎Hearing none‎, ‎he called for a voice vote‎.‎

A motion was made by Justin‎, ‎seconded by Turnbull‎, ‎that this matter be Approved ‎

as Presented‎. ‎The motion carried by the following vote‎:‎

Request for Adoption of the ‎2014 ‎Brownfield Incentives Policy‎

Mr‎. ‎Justin moved the request for adoption of the revised ‎2014 ‎Brownfield ‎

Policy from the packet‎, ‎which was seconded by Ms‎. ‎Mortia‎. ‎The ‎

members had thoroughly discussed the matter several times previously‎.‎

Motion by Justin‎, ‎seconded by Morita‎:‎

Whereas‎, ‎as part of its economic goals and objectives‎, ‎City Council ‎

determined that a Brownfield Incentives Policy should be established for ‎

the City of Rochester Hills to serve as a guide for future brownfield ‎

development‎; ‎and‎

Whereas‎, ‎on June ‎1‎, ‎2009‎, ‎a Brownfield Incentives Policy dated April ‎

2009 ‎was adopted‎; ‎and‎

Whereas‎, ‎there have been changes to the State law that warrants an ‎

update to the ‎2009 ‎Brownfield Policy‎; ‎and‎

Whereas‎, ‎on October ‎24‎, ‎2013 ‎and December ‎19‎, ‎2013‎, ‎the Brownfield ‎

Redevelopment Authority reviewed and discussed a proposed updated ‎

Policy‎, ‎which led to the incorporation of recommendations and further ‎

detail‎.‎

Resolved‎, ‎that the Brownfield Redevelopment Authority hereby adopts ‎

the Brownfield Incentives Policy dated February ‎2014 ‎for the City of ‎

Rochester Hills‎, ‎effective immediately‎. ‎

A motion was made by Justin‎, ‎seconded by Morita‎, ‎that this matter be Approved‎. ‎

The motion carried by the following vote‎:‎

Vice Chairperson Turnbull stated for the record that the motion had passed ‎

unanimously‎.‎

ANY OTHER BUSINESS

Ms‎. ‎Morita mentioned that she would like the Policy presented at the next ‎

City Council meeting‎. ‎Mr‎. ‎Breuckman advised he would check‎, ‎but that it ‎

would be put on the next available meeting‎. ‎He added that Mr‎. ‎

Wackerman would have to be at the meeting‎, ‎so they would have to ‎

coordinate schedules‎. ‎Ms‎. ‎Morita remarked that Council was waiting to ‎

hear about it‎, ‎because she had expressed excitement about having a new ‎

Policy‎, ‎and explained that it would be forthcoming‎.‎

Mr‎. ‎Justin asked if there was anything planned for the July meeting‎. ‎Mr‎. ‎

Breuckman replied that there could potentially be something‎. ‎Mr‎. ‎Justin ‎

asked Mr‎. ‎Breuckman if he could share what that might be‎. ‎Mr‎. ‎

Breuckman advised that Staff had a meeting next week regarding a new ‎

project‎, ‎however‎, ‎he could not discuss it because the applicant had not ‎

made a formal application‎. ‎It was also possible that the ‎

Rochester‎/‎Auburn developer still might bring something back ‎(‎gas ‎

station and former auto dealership‎). ‎Mr‎. ‎Breuckman said that he checked ‎

with the developer a couple of weeks ago‎, ‎because he thought the project ‎

was dead‎, ‎but he found out that it was not officially‎, ‎and it might be coming ‎

back as well‎.‎

Ms‎. ‎Morita asked Mr‎. ‎Breuckman if the Brownfield Plan would be redone ‎

so that it did not include personal property‎. ‎Mr‎. ‎Chalmers clarified that ‎

the project would still go forward with or without brownfield incentives‎.‎

Mr‎. ‎Breuckman noted that the developer had not provided any new ‎

information addressing anything that was discussed at the last BRA ‎

meeting‎, ‎so he was not sure where they stood‎. ‎

Vice Chairperson Turnbull asked if the members should plan on a July ‎

meeting‎. ‎Mr‎. ‎Breuckman suggested that they should keep it open at this ‎

point‎.‎

NEXT MEETING DATE

Vice Chairperson Turnbull reminded the BRA Board that the next Regular ‎

Meeting was scheduled for July ‎17‎, ‎2014‎.‎

ADJOURNMENT

Hearing no further business to come before the BRA Board‎, ‎and upon ‎

motion by Mr‎. ‎Justin‎, ‎seconded by Ms‎. ‎Morita‎, ‎Vice Chairperson Turnbull ‎

adjourned the Special Meeting at ‎7‎:‎14 ‎p‎.‎m‎.‎
