Capt. Smith reported that a draft False Alarm Ordinance has been submitted to the City |
Attorney who is investigating processes for placing liens on properties. The Finance |
Director is examining processes regarding paper flow for fee collections, forms, etc. |
within the City. The draft Ordinance includes a proposed Appeals Committee that may |
consist of a representative from City Council, the City's Administration and the False |
Alarms Compliance Officer and would have the responsibility to decide each case. It |
also includes a recommended fee schedule. |
Capt. Smith further reported that the False Alarms Compliance Officer has been building |
a data base for alarms as well as filling in where needed at the sub-station. The draft |
ordinance will be forwarded to City Council for review and discussion in the near future. |
The Committee briefly discussed general ordinance enforcement steps and various fee |
schedules and referenced the Fire Prevention Code. |

Fire Chief's Report - April / May 2006
Fire Chief Crowell gave a brief update including the following: |
* Twenty-four (24) Paid-on-call (POC) employees may be hired. |
* Forty-one (41) candidates were tested for six (6) new full-time positions which should |
be filled in June. The Emergency Medical Service (EMS) position will be filled after |
June. |
* A recent Oakland Press article comparing fire departments for Troy, Pontiac and |
Rochester Hills reflected the Rochester Hills Fire Department (RHFD) in a positive |
nature. Pontiac ran 9,000 calls in 2005 with 100 full-time firefighters. Rochester Hills |
ran 4,500 calls with 18 full-time and a POC staff. |

Discussion of Paid-on-Call (POC) Incentive Program
The Fire Chief informed the Committee that he and the Mayor are exploring different |
types of incentive plans for the POC staff, i.e. performance bonus based on percentage |
of calls made, tuition reimbursement, recognition dinners, etc. similar to what used to be |
done several years ago. |
The Committee commenced discussion which including the following: |
* Former Mayor Somerville implemented the opinion of the Michigan Municipal League |
and eliminated recognition dinners for the Fire Department and City volunteers who |
serve on boards and commissions. |
* Annual recognition dinners can be of value and provide a sense of appreciation along |
with being a good recruiting tool. |
* POCs are typically between the ages of 18 and 25 who want to obtain training and |
experience to eventually gain full-time employment. The Human Resource Director has |
agreed to give POCs who are certified as paramedics preference when filling full-time |
fire department positions. |
* The RHFD is currently examining a policy to recoup training costs paid by the City for |
a POC to obtain paramedic training. The POC would have to commit to a specified |
length of service and repay a prorated portion of training costs to the City if the POC |
terminates the position prior to the end of the specified length of service. |
A motion was made by Duistermars, seconded by Elliott, that this matter be |
Recommended for Approval to the City Council Regular Meeting. |
Resolved that the Public Safety Committee recommends that City Council request |
a legal opinion from the City Attorney regarding recognition dinners for |
Paid-on-Call (POC) firefighters and other city volunteers. |

YOUTH COMMENTS
The youth representatives stated they are in favor of video cameras installed at schools.
ANY OTHER BUSINESS
Capt. Smith gave an update on recent schools incidents and noted the following: |
* The new Superintendent at Rochester Community Schools has agreed to include the |
sub-station Sergeant who would review letters for accurate information prior to sending |
them to parents regarding incidents that may happen on school property. School staff |
will not be allowed to send letters home regarding incidents that may occur off school |
property without the sub-station's approval. Any letters sent to parents should contain a |
website or hotline number where parents can obtain updated information as the incident |
is resolved. |
* A school incident, depending on its nature, may require five (5) or more police officers |
in addition to other resources, that would be pulled away from other police work to |
properly handle the incident. Each incident requires difficult, subjective decisions |
regarding the safety of children and it is best to error on the side of caution. |
Capt. Smith encouraged the Committee to advance the efforts made with Rochester's |
Superintendent on behalf of the City. |
The Committee briefly discussed the validity of information that should be |
communicated to the schools regarding costs involved to provide public safety and fire |
prevention services to schools with regard to school incidents that may occur. |

Discussion of Police Millage

The Committee consensus was to discuss the Police Millage a future Public Safety |
Meeting. It was suggested that residents be made aware of the additional police costs |
involved with recent school incidents and how the school incidents are placing a new |
drain on the current budget and police force. |
