CALL TO ORDER
Chairperson Windscheif called the Green Space Advisory Board meeting to 
order at 7:01 PM.

COMMUNICATIONS
Mr. Leo Oriet, returning Youth Representative, introduced Ms. Aly Difilippo and 
Ms. Amith Nagesh, new Youth representatives to GSAB members.  Ms. 
Difilippo attends Rochester High School.  Mr. Nagesh attends the International 
Academy.  They each spoke about their interests. The Board enthusiastically 
welcomed the youth representatives.

PUBLIC COMMENT
 
Mr. Robert Johns and Mr. John DeMoss, owners of 285 Cloverport property, 
were present.  They inquired as to the status of their property.  The Cloverport 
property was previously nominated, scored and recommended for acquisition to 
City Council through the GSAB process.  The property continues to remain in 
the pool of properties for consideration.
 
Mr. Johns and Mr. DeMoss expressed their interest to re-initiate acquisition 
dialog with the City's administration.  The GSAB members thanked them for 
their interest and healthy discussion.  A motion will be forwarded to the Mayor 
and City Council stating GSAB's support to re-open acquisition dialog.

Resolved that the Green Space Advisory Board (GSAB) recognizes the visit on Tuesday, 
October 28, 2008 and subsequent discussion from Mr. Robert Johns and Mr. John 
DeMoss regarding 285 Cloverport, and that GSAB is in support to forward a 
recommendation to the Mayor and City Council of Rochester Hills, that it is in the City's 
interest to open dialog again regarding 285 Cloverport.

GSAB Administrative & Strategic Sub-Committee
Chairperson Windscheif distributed an updated membership list.  He reported 
that the GSAB resolution recommending how to handle staggered terms is 
being forwarded to City Council.

Member Funk referenced an Oakland Press news article dated October 26, 
2008, regarding Independence Township pursuing green space.

GSAB Property Nominations & Acquisitions Sub-Committee

GSAB Stewardship & Advocacy Sub-Committee
Member Carvey reported the sub-committee met.  They would like to invite Ms. 
Nina Ignaczak, a Senior Planner with Oakland County Planning & Economic 
Development Services, to an upcoming sub-committee meeting as well as to 
the December GSAB meeting to discuss the economic value of green space 
preservation.  Mr. Carvey briefly summarized his meeting with Mayor Barnett 
regarding the use of GSAB millage funds for stewardship.
 
It was suggested that an important goal for GSAB would be to advise the City on 
what stewardship obligations should be and provide examples that include 
monetary costs in a tiered-level approach.  It was noted that Ms. Ignaczak has 
been very involved with the Oakland County Hub & Spoke policy that the City 
has adopted.  The policy also parallels GSAB goals.

Discussion regarding Yates Property
Chairperson Windscheif noted that most GSAB members were able to walk the 
Yates property at the September meeting after which they compiled a 
preliminary score using the Green Space Natural Features Criteria. 
 
A general discussion ensued as the Board members reviewed the preliminary 
score to arrive at a final score.  They also discussed various characteristics 
and merits of each parcel to determine if GSAB would like to move forward with 
a recommendation to City Council.   Some noted points were:
 
*  Can this property be protected with less cost
*  Need to maintain credibility with Council regarding scoring process
*  Recreational value is much higher for the northern three parcels than other 
properties to date
*  The final score is not as high as previously scored properties
 
The evaluation and score of the Yates properties were combined into three (3) 
north parcels totaling a score of 60; and one (1) south parcel totaling a score of 
47.
 
The Board consensus was to review all properties evaluated to date and 
determine the priority of the Yates parcels.  The discussion will be continued at 
the November GSAB meeting.

Whereas, the Green Space Advisory Board (GSAB) has been diligently working to acquire 
open space per the Green Space and Natural Features Millage approved in 2005; and
 
Whereas, the GSAB has developed criteria for open space acquisition and evaluated 
nominated properties based on the Property Evaluation Criteria, site visits, greenway 
connectivity, and how the properties fit into Oakland County’s Spoke & Hub Strategy.
 
Whereas, GSAB reviewed and scored the nominated Yates property as two (2) separate 
sections.  The north section consisted of three (3) Parcels (Nos. 15-13-426-001, 002 and 
003).  The south section consists of one (1) parcel (No. 15-13-477-002).
 
Now Therefore Be It Resolved, that the Green Space Advisory Board (GSAB) hereby 
recommends that City Council consider the acquisition of the north section, three (3) 
parcels, of the nominated Yates property under the Green Space Millage Fund.
