Member Nowicki commented that a public hearing was held in the |

municipal auditorium of Rochester Hills regarding the J & L Landfill on the |
|
Super Fund site. Representatives from the Chicago EPA and the DNR |
|
were present. The J & L Landfill was placed on the Super Fund list in |
|
March of 1989 and the contamination was identified on the site in 1990. |
|
He said that his concern was that they were only putting a cover on top of |
|
the landfill, simply as a bandaid approach. He said that kids have been on |
|
this site with motorcycles and dust has been stirred up. Some of the things |
|
identified in this landfill was lead selenium chromium and other things that |
|
could possibly cause cancer. The EPA and the DNR presented several |
|
alternatives. The Michigan DNR recommends a soil covered three-foot |
|
clear barrier and then a liner, and then 12-inches of drainage layer and a |
|
42-inch protective layer. He believed that the protective layer would be |
|
about 3-feet of clay cap, 12-inch drainage layer, 36-inch clean fill and 6 |
|
inches of topsoil in the area of about 7-8 feet. He was concerned that |
|
they're covering this up by putting a cap on it and then they're going to be |
|
examining and checking out the ground water and the pollution on that site, |
|
which is down at the bottom from the J & L stuff that was dumped in there. |

He commented that this is an expensive way to cover it up. He said it took |
|
them 4-5 years to get to this point. He raised the question on the further |
|
checking of the ground water, if that would take another 4-5 years and |
|
would they come back to dig all that stuff out. He said they really haven't |
|
established any of the toxic hazardous waste going off site. They did |
|
establish that there is toxic hazardous waste in the site. They haven't |
|
determined how far down it goes because sometimes the leche goes right |
|
down through the sand and does not necessarily leave the site at a |
|
|
