COMMUNICATIONS
Chairperson Duistermars noted that the new agenda and minutes format were a result |
of the modifications required by Legistar. The modifications also required amendments |
to the committee bylaws. |

Discuss Clinton River Trail Surfacing & Survey
Update & Survey - Parks Dept.pdf; Trail Surface Survey - FCRT.pdf
Mr. Hartner discussed various aspects of the Clinton River Trail Project which included: |
* The On-Line Survey was created by the Friends of the Clinton River Trail (FCRT) and |
uses excerpts of the Clinton River Trail Master Plan. It is a good educational tool that |
explains the surfacing options and provides feedback. It will appear in the Hills Herald |
and the local newspapers. |
* The survey development and publication costs were absorbed by FCRT and the |
Michigan Mountain Biking Association. |
* The votes will be monitored to only allow one vote per address in order to limit special |
interest groups from "swaying" the results. |
* The survey will stay on-line through National Trail Day, which is June 5, 2004. |
Costs for trail improvements: |
* The surfacing costs are broken down by the mile in the Master Plan. |
* The City has applied for a Federal grant of $750,000.00 and should be notified this |
spring. |
* An asphalt surface would cost approximately $450,000.00 not including grading and |
erosion control. |
* Council authorized additional design work for the intersection trail crossings that will |
use Pedestrian safety crossings using "zig-zag islands" on Liveronis Road and also on |
Avon Road. |
* The City has received the project agreement from MDOT and will solicit bids this |
summer. |
* Steel prices have increased 30% to date. |

Update on Parks Projects

Mr. Hartner distributed the 2004 Schedules for the Parks and the Velodrome noting the |
following: |
* Mr. Dale Hughes, a major supporter of the Velodrome, is working on a proposal with |
Channel 56 Public Television to produce six (6) half hour broadcasts of the Friday night |
races sponsored by the Madison Racing League. |
The Committee reviewed the schedules and commented that they may change the |
meeting location and time of the July 19th Leisure Activities Committee meeting to |
attend the end of the Life Guard Competition at Spencer Park. |

The Committee briefly discussed the following: |
* The need for large sponsors for the Festival of the Hills fireworks display to cover the |
expenses. |
* The false rumors from various residents regarding closing the parks. |
