COMMUNICATIONS
Member Funk highlighted two recent publications regarding the green space initiative.  
Member McGoldrick mentioned an upcoming training session at Oakland County 
regarding green space evaluation.  Chairperson Windscheif recapped a letter sent to Ms. 
Lynn Rizzo for a property nomination.  He also congratulated Member Wallace and 
spouse, Mr. Krupp for being selected to receive a Family First award from the City.
PUBLIC COMMENT
Chairperson Windscheif acknowledge three (3) residents that were present:  Ms. Laura 
Douglas, Mr. Andy Krupp, and Ms. Melinda Hill.
 
Discussion ensued regarding Article II: Membership, Section 2, paragraph 2 prohibiting 
certain membership on GSAB.  The Board expressed appreciation of the resident input 
and agreed that this topic will be discussed further at a future GSAB meeting.

Chairperson Windscheif recapped discussion from the January GSAB meeting which 
included the suggestions to various articles that reflect the change from seven (7) to nine 
(9) voting members and other minor additions.  It was suggested that the bylaws should 
be relatively general in scope and flexible in nature.
 
Member Funk presented an overview of other minor changes that resulted from previous 
discussions and were reflected in the following sections:
 
Article II:  Membership, Section 1 and Section 2
Article III:  Objectives
Article V:  Officers and Their Duties, Section 5, Secretary
 
The Board consensus was to recommend the changes be presented to City Council for 
approval.
A motion was made by Carvey, seconded by Wallace, that this matter be 
Recommended for Approvalto the City Council Regular Meeting.                                                                                                                                                                                             
The motion CARRIED by the following vote:

Whereas, the Rochester Hills City Council expanded the Green Space Advisory Board 
(GSAB) from seven (7) to nine (9) voting members at the City Council meeting dated 
January 7, 2008;
 
Whereas, the GSAB recommends that City Council stagger the nine (9) member terms so 
that three (3) members are appointed in a given year for better uniformity;
 
Whereas, the GSAB Bylaws and Rules of Procedure should be amended in appropriate 
Articles to reflect the increased members as well as other articles that contain suggested 
changes;
 
Now Therefore Be It Resolved, that GSAB recommends that City Council approve the 
proposed amendments in the GSAB Bylaws and Rules of Procedure as presented.

Chairperson Windscheif briefly recapped the discussion regarding the consolidated draft 
of the 2008 Work Plan.  The consolidated draft was the product of discussion from 
several GSAB meetings.  Member Funk presented an overview of each section in the 
draft document.  The purpose of the work plan is to provide a direction for sub-committee 
activity for the balance of the year [2008].  The sub-committees will report to the Board 
as necessary.  After lengthy discussion, the consolidated draft was approved as 
amended.
A motion was made by Gauthier, seconded by Robinson, that this matter be 
Recommended for Approvalto the City Council Regular Meeting.

Whereas, the Green Space Advisory Board (GSAB) has had several discussions 
regarding formulating a work plan to provide direction for activies carried out by 
sub-committees to achieve goals during the year;
 
Resolved that GSAB approves the proposed 2008 Work Plan and will recommend approval 
to City Council.
NEW BUSINESS

Discussion regarding GSAB Sub-committees
Chairperson Windscheif opened the floor for volunteers to the four (4) sub-committees as 
detailed in the Work Plan.  He reminded members that no more than four (4) voting 
members can serve on one sub-committee without a public meeting notice as required by 
the Open Meetings Act.
 
The sub-committees are as follows:
 
   *  Administrative & Strategic Sub-Committee - Windscheif, Funk, Hartner, Yalamanchi
   *  Communication, Promotion & Media Sub-Committee -  Funk, Peterson Robinson, 
Oriet
   *  Property Nominations & Acquisitions Sub-Committee - Carvey, Gauthier, McGoldrick
   *  Stewardship & Advocacy Sub-Committee - Carvey, Loebs, Robinson, Wallace, Oriet, 
Graham
 
The Board agreed that the sub-committees should meet before the next GSAB meeting 
to discuss and report back on the following:
 
  *  Appoint a sub-committee leader
  *  Review the proposed activities as outlined in the work plan
  *  Prioritize the proposed activities
ANY OTHER BUSINESS
Member Robinson reported that he and Member Oriet, Youth Representative, met to 
discuss ways to engage young people in the green space initiative.  Mr. Robinson 
contacted the principal at Avondale High School and noted a new conservation group has 
been recently organized.  Mr. Oriet attends Avondale High School and it was suggested 
that he introduce the green space initiative to the new conservation group in an attempt to 
involve more youth in green space activities. Other suggestions were to share the GSAB 
vision presentation with youth groups as well as involve area Boy Scout groups.
 
The Board requested an update from Mr. Mike Hartner, Director of Parks & Forestry.  Mr. 
Hartner provided an update of the Green Space Millage Fund and the Andover Woods 
property appraisal status.

There being no further business to discuss, Chairperson Windscheif adjourned the 
meeting at 8:55 PM.
