CALL TO ORDER
Chairperson Duistermars called the Leisure and Activities Committee meeting to order |
at 7:02 p.m. |

Committee members. |

Discuss Clinton River Trail Bridge and Intersection Improvement Project
Mike Hartner, Director of Parks and Forestry provided updates on the Clinton River Trail |
noting the following: |
* Clinton River Trail Signs are in place. |
* Oakland County has overhead crosswalk lights working. |
* Pavement has been safety striped. |
* Safety rumble strips are cut and in place. |
* Safety islands are in on both Avon and Livernois roads. |
* Rochester College bridge is complete. |
* Second smaller bridge expansion and improvements all complete. |

Mr. Hartner provided updates on Trail resurfacing noting the following: |
* Transportation Bill grant monies may be forthcoming for Clinton River Trail resurfacing |

* Rochester Hills has requested $750,000 in grant money. |
* Transportation Bill has been extended several times over the past two (2) years. |
* Concrete, Asphalt and Limestone are practical choices for our climate. |
* Community survey has indicated a split on the three (3) choices of asphalt, limestone |
and stabilized limestone with two-thirds (2/3) of the community wanting something other |
than asphalt. |
* Trail surface needs to provide a trail surface to Rochester Hills residents that can be |
utilized by all age groups and all abilities. |
* Cost savings, long-term maintenance, life cycle cost and replacement cost have been |
considered it has been determined that concrete, asphalt, limestone and stabilized |
limestone are the best choices. |
* Permeable Concrete is environmentally friendly and is a newer option but it is the |
most costly. |
* Asphalt transitions better at road crossings, is plowable in winter, is not dusty, is not |
slippery when wet and allows roller blades, bikes, walkers and strollers; if you are mobile |
impaired, it is a reasonably flat, firm, stable, slip resistant surface. Requires less |
maintenance than a limestone path but does require an outside contractor when |
maintenance is needed; hard surface gets hot, it is unforgiving with cracks or roots |
which create possible trip hazards. |
* Limestone is slippery and mushy when wet and bikes create ruts; it is dusty when dry |
and the bike ruts stay; the dust gets into bike gears and on shoes and pets and creates |
a dust cloud that hangs approximately three (3) feet above the trail; limestone is not |
accessible under all circumstances. |
* Stabilized Fines is a soft surface which is easily repaired. Test surface created two ( |
2) winters past showed no wear and tear such as ruts or truck tire tracks. Holds |
moisture and does not release dust even though it resembles a gravel trail, has |
limestone durability and is "recharged" every time it gets wet, . Cost has not been |
determined. |
* It was agreed that no matter what type of surface is used, a good base is necessary to |
keep maintenance costs down and minimal water damage with freeze and thaws. It was |
noted that Rochester Hills has a great trail base. |
* Contractor would make sure that there is six (6) inches of good drainage, that water |
flow runs downhill, that ditches are correct and do culvert replacement. |
* Rochester Hills cost is the surface itself; concrete is the most expensive trail surface |
with wood chips being the least expensive trail surface. |
Mr. Hartner is hoping to send out RFP and have a trail surfacing package by the Fall |
and begin project over the winter with completion in Spring. |
Mr. Duistermars stated his preference in trail surface is stabilized fines. |
Committee in consensus with Mr. Hartner's proposal. |

Mike Hartner, Director of Parks and Forestry, stated that McKenna and Associates are |
helping with the Master Plan with short telephone surveys and by gathering information |
through workshops, the Hills Herald and public meetings. |
Master Plan is projected to be completed by April 2006 due to that being the time to |
apply for State grants. |

Referral from Public Safety Committee re: Bike Path Stop Signs

* It was mentioned that a resident is concerned with the little signage on bike paths |
especially at intersections. |
* Bike paths are typically along major roads and are controlled by standards. |
* Suggested to inquire with engineering what the standards are for bike paths. |
* Adding more signage to the bike paths would create a problem for snow removal. |
* It was mentioned "end of trail" signs created bike crashes and suits were filed against |
the City. |
Mr. Hartner will ask Mark Matich, Engineering Department, to obtain standards. |
