| Ms. Goodwin summarized the memo to the Planning Commission. The two |
|
| referenced projects were recently approved by the Planning Commission. During |
|
| construction plan review it was determined by the Engineering Services staff that a |
|
| center turn lane would better serve the maneuvering needs of the two contiguous |
|
| developments and would cause less impact to the trees and vegetation in the |
|
| surrounding area. The extension of the northbound lane from the church and Ashford |
|
| Farms is caused by the proximity of the two entrances to each other. Design |
|
| standards dictate that, when two deceleration or acceleration tapers are as close to |
|
| each other as the subject ones, in order to avoid in-and-out traffic movements the |
|
| road geometry is facilitated in the center turn lane. This change in geometry of |
|
| Brewster Road will cause additional tree removal; the additional tree removal is along |
|
| the west property line of the two developments. This removal is also needed to |
|
| provide adequate area to construct all the land improvements associated with the two |
|
| developments including the drive approaches halfway and the road itself. Although the |
|
| additional tree removal is within the city’s right-of-way and is permitted through the |
|
| Forestry Division, the plan is being presented to the Planning Commission for its |
|
| review and comments regarding the change in road geometry from the plans that were |
|
| originally approved by the Planning Commission. The developer cannot be required |
|
| to bear that expense because they do not own the property on the west side of |
|
| Brewster Road, nor does the city. It should be noted that the concept for this change |
|
| was determined by staff after the final preliminary plat was approved. It did not |
|
| become fully developed until the construction plans were approved. It should also be |
|
| noted that a similar change in geometry of Brewster Road was recently approved by |
|
| City Council for Avebury Dales Subdivision on the east side of Brewster Road |
|
| between Walton Blvd and Tienken Road. |
|
| Regarding the Latter Day Saints Church, the Planning Department is recommending |
|
| that the Planning Commission acknowledge the modifications to the road alignments as |
|
| presented tonight. The Planning Department finds that the construction plans have |
|
| been approved and are in substantial compliance with the approved site plan. The |
|
| construction plan is presented for the Commission’s review. The Planning |
|
| Commission can pass a resolution accepting the revisions to the site plan, or it can find |
|
| that there is substantial compliance with the approved site plans for the referenced |
|
