CALL TO ORDER
Chairperson Raschke called the Public Safety Committee meeting to order at 7:27 PM.

Capt. Smith provided a brief update by informing the Committee that a draft False Alarm |
|
Ordinance has been provided to the Mayor for his review. When it becomes official, |
|
there will be a public awareness campaign for two or three months prior to implementing |
|
fines. |

Fire Department's New Strategic Plan (2006 and forward)

Fire Chief Crowell provided an update by informing the Committee that the Five Year |
|
plan has been submitted to the Mayor for his review. The suggested name is "Fire |
|
Department Strategic Plan" which encompasses five (5) years, but is designed to be |
|
reviewed each year to coincide with city developments. |

NEW BUSINESS
|
* The City of Troy was recently mentioned in a newspaper article to demonstrate how |
|
they use speciality teams to stop burglaries in progress. The City of Rochester Hills |
|
may need to think about how to financially support speciality teams because they will be |
|
needed in the future. |
|
* Rochester Schools continues to deal with juvenile incidents. The Superintendent is |
|
very receptive to forming a subcommittee with the sub-station personnel and school |
|
staff that would explore areas where safety can be enhanced. |

Update on Hiring Paid-on-Call (POCs) and Full Time Firefighters
|
Fire Chief Crowell updated the Committee on the following: |
|
* Fourteen (14) paid-on-call (POC) employees were hired. |
|
* The interviews for the full-time positions should be finalized next week. |
|
* The hiring process for the Emergency Medical Service (EMS) coordinator position will |
|
begin soon. |
|
* Station 5, in the north end of the City, will probably be staffed with two full-time |
|
employees. There may be a dual-response process between Station 4 and Station 5 in |
|
the very near future. There will be some challenges with fire trucks traveling through |
|
downtown Rochester until the Tienken Road bridge is completed. Mutual aid may be |
|
used with Oakland Township and Rochester for the north area of the City until the |
|
Tienken Road bridge is completed. |

Discussion of Paid-on-Call (POC) Incentive Program
|
Fire Chief Crowell informed the Committee that a proposed incentive program for |
|
Paid-on-Call (POC) employees has been presented to the Mayor for his review and |
|
budget considerations. The Chief may form a subcommittee of POCs to brainstorm |
|
incentive ideas. |
|
The Committee briefly discussed different ways that the neighboring fire |
|
departments are staffed. They also briefly discussed the benefits of providing |
|
incentives to attract, maintain and motivate employees in the work place. |

Discussion of Police Millage

Ms. Holder announced that an joint meeting to discuss millage issues is being |
|
scheduled with Financial Services, Community Development & Viability and Public |
|
Safety Committee for July and asked Capt. Smith what should the City be thinking |
|
about for the future. |
|
Capt. Smith responded by noting that a significant increase of paperwork regarding |
|
issuing warrants now requires the assistance of the False Alarm Compliance |
|
Officer. Also, a problem-solving unit should be considered which would allow the |
|
sub-station to be more multi-faceted and responsive to citizens. He noted that it is |
|
very difficult to predict how Oakland County Sheriff's Department will react if a police |
|
millage fails in Rochester Hills because the quality of work must not deteriorate or it |
|
may affect the City's reputation within the County. |
