CALL TO ORDER
Chairperson Windscheif called the Green Space Advisory Board meeting to 
order at 7:02 p.m.

APPROVAL OF MINUTES
None were presented.
COMMUNICATIONS
Member Douglas relayed that the Six Rivers Land Conservancy was hosting a 
Spring Native Plant Festival on Sunday, June 7, 2009 which will include 
information on stewardship volunteerism.  Their offices are located at the Paint 
Creek Cider Mill on Orion Road in Oakland Township.
 
Member Carvey reported that the City of Rochester Hills has received an award 
from Oakland County for being a "green city".

Chairperson Windscheif acknowledged that Mr. and Mrs. Robert Mayer were 
present.

GSAB Administrative & Strategic Sub-Committee
Chairperson Windscheif reported contacting the Mayor's office regarding the 
status of the Recycle Bank Stewardship Fund.
 
Mr. Mike Hartner, Director of Parks & Forestry, gave a brief update.  A GSAB 
Stewardship Fund has been established with the Community Foundation of 
Greater Rochester.  It has been registered with the company that provides the 
web service to the Recycle Bank program.  The Stewardship Fund should be 
active in about two weeks.

GSAB Communication, Promotion & Media Sub-Committee
No report was presented at this time.  It was suggested that this sub-committee 
develop a Green Space logo to be used for property markers and signs, etc.

GSAB Property Nominations & Acquisitions Sub-Committee
Member Gauthier distributed and explained the updated Property Nominations 
and Acquisitions Log.  It included the scoring of the green space properties.  
Also, a summary of grants obtained by the city since 1982 was provided by Mr. 
Mike Hartner, Director of Parks & Forestry.
 
It was suggested that this sub-committee meet with Oakland Township to better 
understand the mechanics of how to negotiate a purchase agreement when the 
seller may not receive immediate payment because of a grant process.
 
Mr. Hartner reported that Mayor Barnett has hired an assistant, Ms. Tara 
Beatty, that will dedicate about 60% of her duties to obtaining grants for various 
city functions including green space properties acquisitions.

GSAB Stewardship & Advocacy Sub-Committee
Member Carvey reported that the Stewardship presentation went well and was 
approved by City Council at the May 5, 2009 City Council meeting.  A baseline 
assessment of the properties will be done with corner stakes to mark the 
property boundaries.  The challenge will be to find funding resources.  Member 
Loebs was thanked for preparing the PowerPoint slide presentation.
 
It was suggested that the Communications Sub-committee develop a GSAB 
logo to be used for property stakes and signs, etc.

Update regarding any nominated properties
 Mr. Mike Hartner, Director of Parks & Forestry reported that there may be a 
nomination coming from the owner of a cement plant located by Childress and 
Cloverport Roads.  The property totals almost eight (8) acres and abuts by the 
Clinton River and the trail.  However, the cement plant is located in the City of 
Rochester.

Chairperson Windscheif opened the floor for the re-discussion of Clear Creek 
No. 5.  The property owners have revised the nomination to be more suitable for 
green space.  Mr. Jesse Kranz, Vice President of Elro Corporation, was present 
to answer questions.
 
The Board reviewed and re-scored the revised nomination as outlined on the 
Natural Features Criteria.  The revised score totaled 51 and was based on 39.3 
acres.  The breakdown was as follows:
 
A. Water Resources = 14
B. Habitat Protection = 15
C. Recreational/Historical Value = 20
D. Other Factors = 2
E. Adverse Factors = 0
 
The revised score changed slightly because access to scenic views was 
reduced and access to passive recreation was increased.  The Board 
discussed the pros and cons of recommending the revised nomination to City 
Council for acquisition with Green Space millage funds.  The consensus was to 
recommend acquisition with the goal of submitting a grant by August, 1, 2009 to 
the Michigan Land Trust Fund.
A motion was made by McGoldrick, seconded by Loebs, that this matter be 
Approved.  The motion CARRIED by the following vote:

Whereas, the Green Space Advisory Board (GSAB) has been diligently working to acquire 
open space per the Green Space and Natural Features Millage approved in 2005; and
 
Whereas, the GSAB has developed criteria for open space acquisition and evaluated 
nominated properties based on the Property Evaluation Criteria, site visits, greenway 
connectivity, and how the properties fit into Oakland County's Hub & Site Green 
Infrastructure Network.
 
Now Therefore Be It Resolved that the Green Space Advisory Board hereby recommends 
that City Council consider the acquisition of the Clear Creek No. 5 property, consisting of 
approximately 39.3 acres under the Green Space Millage Fund.

ANY OTHER BUSINESS
Member Carvey reported that there will be a dedication of the drinking fountain 
on Clinton River Trail at Leach Road on Tuesday, June 9, 2009 at 1:00 p.m.  
The Rochester Rotary Club donated $4,000 toward the fountain.
