CALL TO ORDER

In the absence of Vice Chairperson Dahlvin Peterson, Member Gerald Carvey ‎

called the Green Space Advisory Board to order at ‎7‎:‎00 ‎p‎.‎m and chaired the ‎

meeting‎.‎

the Regular Meeting of December ‎14‎, ‎2010 ‎as presented‎.‎

Update regarding any nominated properties‎

"‎319‎" ‎Conservation Easement Grant ‎- ‎Mead Road‎

Mr‎. ‎Mike Hartner, Director of Parks & Forestry, announced that the contract ‎

had been received from the Department of Natural Resources ‎(‎DNR‎) ‎to allow ‎

the City to obtain an appraisal on the property off Mead Road that borders ‎

Stoney Creek Metro Park‎. ‎The grant is for the purpose of obtaining a ‎

development easement overlying approximately ‎23 ‎acres of the parcel‎. ‎The ‎

appraisal, which will take about ‎30 ‎days, will reflect the value of the entire ‎

property, the value of the portion that will contain the conservation easement, ‎

and the underlying value of the remaining property which could possibly be ‎

purchased someday with funds from the Green Space Millage‎. ‎Monies from ‎

the Green Space Millage would be used as the matching component to obtain ‎

the ‎"‎319‎" ‎grant‎. ‎If the grant is successful, it could be an anchor to other parcels ‎

in the area that could be preserved in the same manner‎.‎

GSAB Administrative & Strategic Sub‎-‎Committee‎

For the benefit of the new members, Mr‎. ‎Hartner explained that the ‎

subcommittee typically consists of himself, the GSAB Chair, Vice Chair, who ‎

set the monthly agendas and review the minutes along with gathering ‎

preliminary information on newly nominated parcels for the Board's review ‎

process‎. ‎

GSAB Communication, Promotion & Education Sub‎-‎Committee‎

Member Tilove reported on the upcoming Earth Day activity called Earth Day ‎

Discovery Hike, scheduled for Saturday, April ‎23‎, ‎2011‎, from ‎10 ‎a‎.‎m‎. ‎to ‎2 ‎p‎.‎m‎. ‎

It will promote the Green Space parcels and educate the public on what is ‎

currently preserved with tax dollars along the Clinton River Trail in Rochester ‎

Hills‎.‎

An information table will be set up at Avon and Livernois Roads, which will be the ‎

entrance to the hike‎. ‎Maps will be provided regarding the hike and the ‎

boundaries of the current open space parcels along the trail‎. ‎Participants will be ‎

given a card that can be validated at each station along the hike‎. ‎Volunteers will ‎

man designated stations along the hike and provide natural and historical ‎

interpretations, as well as, verify participants' cards which can be entered into a ‎

raffle for prizes‎. ‎

The Board discussed the following goals‎:‎

* ‎Obtain donated prizes for the raffle‎

* ‎Prepare publicity to be submitted to the Mayor's office for approval‎

* ‎Recruit volunteers to lead participants and man designated stations‎

* ‎Prepare maps of the hike and signage of where the hike begins‎

* ‎Prepare for the natural and historical interpretations ‎

Various GSAB members volunteered to meet the above goals‎. ‎Credit for the ‎

idea was given to Ms‎. ‎Michelle Thorpe, Youth Representative, who along with ‎

Members Peterson and Tilove comprise the steering committee‎.‎

GSAB Property Nominations & Acquisitions Sub‎-‎Committee‎

For the benefit of the new members, Member Tim Gauthier distributed an ‎

internal log that he maintains to track the status of open space property ‎

nominations and acquisitions‎.‎

GSAB Stewardship & Advocacy Sub‎-‎Committee‎

Member Carvey reported that the subcommittee discussed the possibility of ‎

doing a Saturday clean‎-‎up of some of the open space parcels prior to the Earth ‎

Day Discovery Hike‎. ‎Volunteers will be recruited‎. ‎It was suggested to invite ‎

Naturalist Lance DeVoe to provide an educational component at the same time ‎

of the clean‎-‎up‎.‎

The clean‎-‎up date will be tentatively set for Saturday, March ‎26‎, ‎9 ‎a‎.‎m‎. ‎to noon, ‎

with alternate dates of Saturday, April ‎2 ‎and‎/‎or April ‎9‎. ‎

Member Carvey briefly explained the stewardship duties that were approved by ‎

City Council which can be funded from the Green Space Millage‎. ‎The new ‎

members were encouraged to review the baseline assessment study, provided ‎

in their binder, of the current open‎-‎space parcels‎.‎

Resolved‎ that the Green Space Advisory Board establish their ‎2011 ‎Meeting ‎

Schedule as the fourth ‎(‎4‎th‎) ‎Tuesday of each month at ‎7‎:‎00 ‎PM, Michigan time, ‎

1000 ‎Rochester Hills Drive, Rochester Hills, Michigan, Oakland County; with the ‎

understanding that any meeting dates conflicting with holidays or elections will ‎

be scheduled as needed‎. ‎The ‎2011 ‎meeting dates are as follows‎:‎

February ‎22‎, March ‎22‎, April ‎26‎, May ‎24‎, June ‎28‎, July ‎26‎, August ‎23‎, September ‎

27‎, October ‎25‎, November ‎15‎, December ‎13‎, ‎2011‎.‎

Further Resolved ‎that the meeting schedule will be posted in accordance with ‎

the Public Act ‎267 ‎of ‎1976 ‎as amended‎.‎

ANY OTHER BUSINESS

The subject of note‎-‎taking for meetings was briefly discussed‎. ‎Member ‎

Gauthier volunteered to be the note‎-‎taker again in ‎2011‎. ‎The Board and staff ‎

thanked him for his service over the past two years‎.‎

It was suggested to discuss subcommittee structures along with ‎2011 ‎goals and ‎

objectives at the February GSAB meeting‎.‎

Chairperson Carvey read the proclamation for recognition and appreciation to ‎

outgoing member and Chairperson, Mr‎. ‎William Windscheif‎. ‎Similar ‎

proclamations will be sent to outgoing members Lorraine McGoldrick and Linda ‎

Raschke‎. ‎The Board concurred with the manner of appreciation‎.‎
