| Mr. Rizzardi presented his staff report and stressed a few points. In order to address |
|
| concerns about vehicle stacking on the proposed site as well as potential traffic |
|
| congestion on Auburn Road, the City Engineer has recommended a second access |
|
| drive to be a one-way entrance going all the way to the rear of the proposed building. |
|
| The existing drive would then become a one-way exit from the site, creating a |
|
| boulevard entrance/exit. The intent was to put the proposed entrance as far away as |
|
| possible from the existing traffic light near Avondale Middle School, and is the reason |
|
| for the "S" shape of the drive. The buffer modification is required for the 120 feet of |
|
| the eastern property line that is north of the B-5 zoning district. Since the first 140 feet |
|
| of the eastern property line abuts nonresidential zoning, a buffer is not required. Also, |
|
| the proposed outdoor play area is located on the west side of the site within the |
|
| required buffer area which places the play area adjacent to a single family residence. |
|
| The Planning Commission is being asked to decide whether it is acceptable to place a |
|
| play area in a required buffer area. Conditional Use Approval was granted in 1995 |
|
| and runs with the property. "Flipping" the building and driveway would create a |
|
| greater buffer modification requirement, and the conditional use approval precludes |
|
|
