Page 2, Description of the District, 2nd paragraph - insert the following as the |
|
beginning of the paragraph - "At the time of the original listing in 1978 the |
|
property included all the elements of a large, prominent, local farmstead; the |
|
main house with ancillary out buildings. There was a hay barn, two silos, |
|
windmill, pump house, corn crib, machine shop, etc. All but the main house |
|
have been removed in recent years (1993). The last remaining remnant, the |
|
house on the property, near" (and pick up the rest of the paragraph). Mr. |
|
Dziurman agreed this information should be included, but maybe not as part of |
|
the district description, as the original district only included the main structure |
|
and 100 feet of surrounding property. The barns were demolished because they |
|
were 100 feet away from the main structure. Ms. Kidorf clarified that the |
|
Description of the District should identify current conditions, and suggested that |
|
the additional information be inserted on page 5, above the photograph, under |
|
History of the District. Also on page 5, 2nd paragraph, it refers to the second |
|
house and remaining outbuildings being ordered demolished by the City in 1993. |
|
Staff was asked for clarification on this issue. Mr. Delacourt explained that in |
|
1991 the Building Department ordinance enforcement officer contacted Pat |
|
McKay (who had responsibility for the HDC) and indicated he was going to |
|
proceed with dangerous buildings demolition of the barns and outbuildings |
|
located on the property (the memo referred to the barns, milk house and an old |
|
house to the south of the historical building). In the interim, an ordinance |
|
violation went out to the owner explaining this. There was a response from Mr. |
|
McKay indicating that anything within 100 feet of the building was regulated. |

Another violation notice went to the owner letting him know that if he didn't tear |
|
them down, the City was going to proceed under the dangerous building |
|
ordinance. The 1993 survey sheet indicates the barns and all out-structures |
|
were recently demolished. Staff was asked to research 1991 HDC minutes to |
|
find information on the removal of these structures, and to verify the date when |
|
demolition took place. The sentence on page 5, 2nd paragraph about the |
|
demolition of the outbuildings should be rewritten so that it does not appear the |
|
City ordered demotion, but that the buildings fell in violation of the dangerous |
|
building code because the owner did not properly maintain them. |
