| A motion was made by Kaszubski, seconded by Rosen, that this matter be |
| Approved. |
| Resolved that the Community Development & Viability Committee hereby |
| approves the Minutes of the Joint Meeting of June 9, 2005 as presented. |
| The motion carried by the following vote: |
| Committee members welcomed MSO Construction USA ltd. which is a Michigan based |
| company that specializes in Cold-In-Place asphalt recycling company who presented the |
| following: |
| * Cold-In-Place Asphalt is an extreme method of rehabilitating deteriorating asphalt |
| roadways. |
| * Cold-In-Place Asphalt recycling remanufactures the existing pavement structure and |
| results in a stable road at a total energy savings from 40% - 50% compared to |
| conventional construction methods. |
| * In addition, recycling conserves depleting resources of aggregate and petroleum. |
| * The process combines engineering and testing procedures, such as, assisted |
| blending controls, specific formulated additives and the use of productive machinery to |
| achieve superior quality and economy. |
| What is Cold-In-Place Recycling: |
| * Cold-In-Place recycling is a full depth asphalt process. |
| * The existing asphalt is cold milled to a depth of up to six (6) inches. |
| * The milled asphalt is mixed with controlled quantities of asphalt emulsion, water and |
| virgin aggregate or RAP. |
| * Once mixed, it is then deposited on the road in a windrow, picked up, paved and |
| compacted using a paving train. |
| * Completing the road rehabilitation is a continuous on-site process. |
| * After quality control and assurance testing, the road is ready for a final top course. |
| Advantages of Cold-In-Place Recycling |
| * Reduces reflective cracking and build up of asphalt on road surfaces. |
| * Cost effective compared to conventional paving. |
| * Conserves natural resources. |
| * Restores original crown and cross slope. |
| * Reduces maintenance costs. |
| * Minor inconvenience to the traveling public. |
| * MSO equipment capable of operating in both rural and urban areas. |
| Scott Cope, Director of Building, inquired which committee would be appropriate to |
| review the Building Department fee structure adjustments. CDV Committee directed |
| him to the Financial Services Committee. |
| Ed Anzek, Director of Planning/Zoning, provided a brief Gateways update for new |
| Council Members noting that the city is waiting for response from committed corporate |
| sponsorships, such as, Lombardo and Lorna Stone pertaining to location and start date. |

| There being no further business to discuss, Chairperson Barnett adjourned the meeting |
| at 6:45 p.m. |
