Approval of May 3, 2023 WSAC Meeting Minutes

Resolved, that the Water System Advisory Council hereby approved the Meeting Minutes from May 3, 2023 Water System Advisory Council Meeting as presented.

Water System Advisory Council Matters
Tracey Balint and Leon Luedeman discussed the background on the requirement for the Water System Advisory Council, the City's water supply system, recent accomplishments made by the Department of Public Services Water and Sewer Department, and upcoming water main projects.
Department of Public Services submitted the annual cross connection and annual pumpage report to EGLE in March of 2024.
Discussed 2023 Lead and Copper Monitoring Report. Annual Lead and Copper sampling will be performed in July/August at a required 30 residential locations.
Tracey Balint updated the Council on the City's Drinking Water Asset Management Grant from the Michigan Department of Environment, Great Lakes, and Energy (EGLE). This grant assists the City in meeting the requirements set forth by the State of Michigan's Safe Drinking Water Act (MI SDWA) to develop a Complete Distribution System materials Inventory (CDSMI) by January 1, 2025.

Mr. Snyder reviewed the financial condition of the City's Water and Sewer Fund as the most recently audited year end. He also discussed items that will impact future Water and Sewer rates including the Water and Sewer System's operating gain or (loss) from the prior rate year, anticipated rate changes from the City's Water and Sanitary Sewer Treatment providers, estimates of the volume of water sold or sanitary sewage treated, and the services requirement.
New debt service starting in 2025 for CRWRRF electrical upgrades to sanitary sewer linings.
Mr. Snyder presented the WSAC with three (3) different rate setting options to consider for the upcoming rate year. The Council voted in favor of option 3, to adjust rates to smooth the rate over a 4 year period.

Water and sewer rate setting litigation was dismissed in Fall 2023.
