CALL TO ORDER
Acting Chairperson Raschke called the Public Safety Commmittee meeting to order at |
7:30 PM. |

Acting Chairperson Raschke reminded the Committee to replace the prior copy of |
Committee Bylaws with the updated copy provided in the packet. The bylaw |
amendments were approved by City Council at their November 2005 meeting at which |
small changes were made regarding the Rochester Hills Government Youth Council |
(RHGYC). She also distributed hard copies to the Committee. |
A motion was made by Barnett, seconded by Elliott, that this matter be Received |
and Filed. |

AM Radio Station - Emergency Hotline Service for the City

Chief Crowell gave a brief update on the City's AM Radio Station which included the |
following: |
* The AM Radio Station has call numbers of "1610". It was previously budgeted by the |
former Fire Chief and purchased in 2005. It has been live since December 2005. |
* The primary purpose is for notification of emergencies, i.e. evacuations, snow |
emergencies, etc. |
* The City's Cable Communication Department is working on the quality of the sound |
and will also be announcing such things as meeting dates and city hall closure dates, |
etc. |
* There will be signage to advertise the AM Radio Station at the major entrances to the |
City. There may also be bumper stickers on the back of City vehicles. |
* The station seems to be very effective. The same concept is used by Sterling |
Heights as well as other communities. |

In Case of Emergency "ICE" - numbers in cell phones

Chief Crowell distributed sample brochures and gave a brief update on the In Case of |
Emergency "ICE" Program which included the following: |
* The program promotes the reasons people should enter emergency contact names |
and phone numbers into their cell phone address book and to designate them with the |
letters "ICE" in front of the name(s). |
* The Rochester Hills Fire Department (RHFD) teamed up with Fire Departments from |
Auburn Hills, Oakland Township and City of Rochester to promote the "ICE" Program. |
* The brochure was drafted by the Mayor's office. It will be reviewed by the other Fire |
Departments before going to print. It will be distributed at a future City Council meeting. |
It was suggested that the RHFD and City's Oakland County Sheriff Substation |
collaberate on endeavors to enhance emergency services. |

Acting Chairperson Raschke opened the floor for nominations and nominated herself to |
continue as Chairperson for 2006. Mr. Barnett nominated Jim Duistermars. There |
being no further nominations, Chairperson Raschke closed the floor for nominations. |

Chairperson Raschke opened the floor for nominations. Jim Duistermars was |
nominated for Vice Chairperson. There being no further nominations, Chairperson |
Raschke closed the floor for nominations. |
A motion was made by Duistermars, seconded by Raschke, that this matter be |
Approved. |
Resolved that a unanimous ballot be cast and Jim Duistermars be elected as Vice |
Chairperson of Public Safety Committee for 2006. |

Establish Public Safety Meeting Schedule for 2006

The Committee discussed the 2006 meeting schedule for the Public Safety Committee |
which included dates that conflict with Elections that are handled by the entire Clerk's |
Office and City closures for Holidays. |
A motion was made by Duistermars, seconded by Barnett, that this matter be |
Approved. |
Resolved that the Public Safety Committee establish their 2006 Meeting Schedule |
as the First Monday of each month at 7:00 PM at 1000 Rochester Hills Drive and |
will schedule those meeting dates that conflict with holidays or elections as |
follows: |

YOUTH COMMENTS
The Youth Representatives suggested that they receive copies of the final "ICE" |
brochure for publication in their school newspapers. They will also bring it forward to a |
future Rochester Hills Government Youth Council (RHGYC) meeting. The Committee |
concurred with their suggestion. |

Request to expedite the hiring of an Independent Consultant to analyze the |
Dispatch Operations for the City of Rochester Hills |

Mr. Barnett introduced a draft resolution regarding having an independent consultant |
analyze the current dispatch operations of the City. The Committee discussed various |
aspects of the pros and cons of an independent study. The following comments were |
made: |
* An independent study is a continuation of previous discussions at City Council |
meetings. |
* Residents expect city government to continually analyze services to ensure the most |
efficient and effective process for the most economical value. |
* Oakland County Sheriff's Department (OCSD) substation in Rochester Hills is very |
concerned about effective dispatch processes for the residents. |
* The dispatch processes may have been compromised with the recent City |
Administrative decision that was made to route cellular 911 emergency calls to the City's |
dispatch operations from the OCSD dispatch operations. |
* The OCSD was not allowed to participate in open dialogue with the City |
Administration relative to the impact that the change would have on the effectiveness of |
the dispatch processes. |
* The OCSD does not want to take control of the City's dispatch operations. |
* The OCSD does not solicit any businesses to perform consulting services in favor of |
the Sheriff's Department. |
* The OCSD Communication Division falls under Captain Mike Johnson. He could be |
invited to answer any questions the City's Administration may have. |
* Currently nine (9) communities in Oakland County contract dispatch services from |
OCSD. |
The consensus of the Committee was to move the recommended resolution forward to |
City Council for discussion because technology has changed and the current dispatch |
operations need to be analyzed to ensure that the City is providing the best service to |
the residents. |
A motion was made by Barnett, seconded by Duistermars, that this matter be |
Recommended for Approval to the City Council Regular Meeting. |
Resolved that the Public Safety Committee recommends that City Council |
expidite the hiring of an independent consultant for the purpose of analyzing the |
dispatch operations for the City of Rochester Hills; |
Further Resolved that the analysis should include current operations as well as |
all strategic possibilities that could enhance our efficiency and effectiveness. |

The Committee made two (2) requests of the Administration: |
1. To invite Julie Jenuwine, Finance Director, to the next Public Safety Committee |
meeting to continue discussions regarding the Police Millage information that she |
distributed to the Committee in 2005. |
2. To ask Dan Casey, Manager of Economic Development, to analyze and provide |
information, if possible, regarding the City's development of new buildings, i.e. how |
many square feet of new commercial and residential development and how it impacts |
police and fire services. Also to include the tax revenue produced, if possible. There |
was no mention of a specific time frame to be analyzed. |
The Administrative requests were forwarded to the Council Liaison in the Clerk's Office. |
