CALL TO ORDER
Chairperson Duistermars called the meeting to order at 6:15 PM.

the Regular Meeting of March 22, 2004 as presented. |

2004-0137
Discuss Clinton River Trail Bridge and Intersection Improvement Project
Mr. Hartner gave a brief update that included the following: |
* The final plans for the new bridge behind Rochester College and the decking and |
railing for the smaller bridge behind City Hall have been submitted to MDOT with all the |
local approvals required |
* As soon as MDOT authorizes the final plans, the City can go out for bids |
* Then a comprehensive project agreement will be submitted to City Council for |
* It is hopeful yet this year to work on the bridges |
* Construction for the large pedestrian safety island at Avon and Livernois Roads will |
probably start in the Spring 2005 |
Mr. Swann suggested that the height of any signs or lights hanging across Avon and |
Livernois Roads should be high enough to allow the winter salt trucks as well as other |
trucks to pass under safely. Mr. Hartner asked Mr. Swann to advise him of the height of |
a winter salt truck. |

A motion was made by White, seconded by Raschke, that this matter be |
Approved. |
Resolved that the Leisure Activities Committee (LA) concur with the |
recommendation of the Community Development & Viability Committee and |
appoint Saran Ahluwalia, Brenton Kinker and Kelly Kosuda as the 2004-2005 |
Youth Representatives to the LA Committee for a term to begin September 1, 2004 |
and end August 31, 2005. |

The Committee recessed from 6:25 PM to 7:20 PM to tour the Spencer Beach House.
After the tour, the Committee reviewed the construction plans for the interior and exterior |
of the proposed new Beach House. |

A motion was made by Raschke, seconded by White, that this matter be |
Recommended for Approval to the City Council. |
Whereas, the Leisure Activities Committee toured the concession/restroom |
structure at Spencer Park during their meeting held on July 19, 2004, to view the |
current condition and deterioration of the existing structure, and thoroughly |
understand the limitations of the existing structure and observed some of the |
deterioration that impact safety and health codes, and |
Whereas, Spencer Park is a reflection of the whole City park system and the |
quality of services that the City provides to the residents of Rochester Hills, and |
Whereas, the Parks & Forestry Department is delaying other projects in order to |
transfer funds to the construction of a new concession/restroom structure at |
Spencer Park, and |
Whereas, the Leisure Activities Committee concur that it would be more cost |
effective to rebuild rather than renovate the entire concession/restroom structure, |
and |
Be It Further Resolved, that the Leisure Activities Committee recommends that |
City Council authorize a contract/blanket purchase order not-to-exceed $337,500. |
00 to Bernco, Inc., St. Clair Shores, MI, for the construction services for a new |
concession/restroom struction at Spencer Park. |

Mr. Buckenmeyer gave a brief recap that included the following: |
* Community Development Block Grant (CDBG) funds can only be used for certain |
programs benefiting low to moderate income residents; providing handicapped |
accessibility in parks can qualify whereas, constructing a new concession/restroom |
building at Spencer Park does not qualify for CDBG funds |
* The proposed vault toilet at Bloomer Park would allow handicapped accessibility year- |
round since the water is turned off to the other buildings during the winter. Bloomer |
Park is used year-round by the public. |
* The proposed pathway at Bloomer Park would be constructed from the Hilltop Shelter |
parking lot to the top of the sledding hill. The Parks Department allows snowmobiles or |
utility vehicles to take people up and down the hill as a handicap accommodation |
because the sledding hill is not handicapped accessible. The proposed pathway will |
allow easier plowing which will also provide safety benefits to the general public. |
* The proposed path at Yates Park will be constructed from the parking lot to a solid |
location at the river |
* The proposed vault toilet at Veterans Memorial Pointe (VMP) will also be near the |
Clinton River Trail at Livernois Road in oder to serve the public in both areas |
A motion was made by Raschke, seconded by White, that this matter be |
Recommended for Approval to the City Council. |
Whereas, the Leisure Activities Committee reviewed the information at their |
meeting held on July 19, 2004, and |
Resolved that the Leisure Activities Committee recommends that City Council |
authorize construction services for vault toilets and accessible pathways at |
Veterans Memorial Pointe and Bloomer Park in an amount not-to-exceed $95,406. |
