CALL TO ORDER
Chairperson Carvey called the Green Space Advisory Board meeting to order 
at 7:00 p.m.

COMMUNICATIONS
Member Tilove reported that GSAB received a thank you letter from Girl Scout 
Troop 42456 for permitting them to help with the Green Space Discovery Hike, 
held in April, which resulted in obtaining the Silver Award.

Update regarding any nominated properties
Mr. Mike Hartner, Director of Parks & Forestry reported that Mayor Barnett 
recently met with the owners of the Mead Road parcel regarding the 319 
conservation easement and is optimistic that some good news will be known by 
the September meeting.

GSAB Administrative & Strategic Sub-Committee

GSAB Communication, Promotion & Education Sub-Committee
Member Tilove reported that the sub-committee was exploring two types of 
signage for acquired green space properties.  One type of sign would mark 
property boundaries and another type of sign would be an interpretive sign 
located at the main entrance for each parcel.  The sub-committee met with 
Mayor Barnett and his assistant, Ms. Tara Beatty, to discuss the signs and a 
GSAB logo.  It was learned that the City's new brand image can be adjusted to 
reflect a specific unit such as green spaces.  The Mayor and Ms. Beatty are 
working on an identity for green spaces and will present ideas to GSAB in the 
near future.  The Mayor will seek a legal opinion from City Attorney John Staran 
on whether funding for entrance/interpretive signs are within the scope of the 
Green Space Millage Fund.
 
Mr. Hartner presented a sample property boundary sign that the City uses to 
delineate park boundaries.  The signs are placed at every corner where property 
boundaries turn.  Once the number of signs for green space boundaries is 
determined, the project would proceed through the City's Purchasing 
Department for solicitation of bids.  Funding for the green space boundary signs 
is within the scope of the Green Space Millage Fund.
 
Discussion ensued regarding what information should be included on the 
boundary signs and entrance/interpretive signs.
 
Mr. Hartner provided the sub-committee with a document called "Wayside 
Companion", written by The National Park Service, that explains the elaborate 
process involved in developing comprehensive interpretive signs and exhibits.
 
Member Tilove asked for input from board members.  Member Graham 
volunteered to assist the sub-committee.   Mr. Hartner cautioned that five or 
more voting members attending any sub-committee meeting would require a 
public notice per the Open Meetings Act.

GSAB Property Nominations & Acquisitions Sub-Committee

GSAB Stewardship & Advocacy Sub-Committee
Member Peterson reported the sub-committee met with Naturalist Ranger 
Lance DeVoe and walked the Harding Road parcel to examine the invasive 
species.  It was suggested to remove autumn olive and buckthorn this fall and 
leave the brush pilings for a natural habitat. 
 
Discussion ensued regarding how to proceed with the removal of invasive 
species.  
 
It was determined that removing invasive species is currently beyond the scope 
of GSAB.  However, members could conduct a pilot project to see what is 
involved to remove autumn olive and buckthorn on the Harding Road parcel.  
The project would provide information needed to design a stewardship 
management plan which could be presented to City Council with the goal of 
expanding the role of GSAB to include stewardship.  Preliminary dates of 
Saturday, October 22 and Saturday, November 12, 2011 were suggested to 
conduct a pilot project.  The board expressed their appreciation to Mr. Hartner 
and Ranger DeVoe for their assistance with the pilot project.  It was noted that 
the Niswander report is also a valuable tool to use.

ANY OTHER BUSINESS
Council Representative Nathan Klomp relayed that the proposed charter 
amendment to protect city park lands and green spaces will appear on the 
November ballot for a vote of the residents.  The language has been endorsed 
by the majority of City Council.  The outcome of the vote will not affect open 
space parcels acquired with funds from the Green Space Millage because they 
are already permanently preserved and cannot be developed.
