| Mr. Mario Moceri discussed the demographics in response to a question raised at the |
|
| previous meeting about whether the subject project was supported by demographics |
|
| in the area. He summarized the demographic study of the Rochester Hills area as |
|
| showing a lower than average proportion of senior citizens. The study assumed that |
|
| current residents, as they age, would prefer to stay in their current community and |
|
| surroundings with which they are familiar. Coupled with the fact that the trend in age |
|
| distribution shows a substantial increase in the age brackets of 45 to 64 and the 65+ |
|
| categories. They looked at projections from SEMCOG which show that households |
|
| without children in the City of Rochester Hills will increase by 68.6 percent. By |
|
| comparison, projections for households with children will decrease by 1.6 percent. |

| The study also shows that the number of persons per household will continue to |
|
| decline, supporting the need for empty-nester housing. Referencing the City of |
|
| Rochester Hills 1992 Master Plan, Mr. Mario Moceri pointed out that the city has |
|
| issued only 37 building permits for multi-family construction, which represents roughly |
|
| 3.5 percent of total building permits for new residential housing. This compares |
|
| unfavorably with the SEMCOG average of 20 percent for new building permits issued |
|
| for new multi-family residential housing. In 1997 to date no permits have been issued |
|
| for multi-family construction in Rochester Hills, whereas in overall Oakland County the |
|
| percentage of building permits for multi-family construction is slightly more than 15 |
|
| percent of total permits |
