CALL TO ORDER

Chairperson Carvey called the Green Space Advisory Board meeting to order at 7:02 PM.

Committee Members Windscheif, Hartner, Moore and Graham provided previous notice

they would be unable to attend and asked to be excused.

Introduction of Youth Representatives appointed to GSAB for term ending August 31,

2008

Chairperson Carvey introduced Mr. Leo Oriet, Youth Representative from Avondale High

School that will serve as a non-voting member of GSAB for a term to end August 31,

2008.

Update regarding three (3) property acquisitions: East Childress, West Childress, 1460

Attachments:

The Board briefly discussed the property acquisitions. Unfortunately City staff could not

be present that could provide an update. Chairperson Carvey will request that Mr. Hartner

provide an update as soon as possible and include any new developments on the Posey

property (Yates Cider Mill).

It was also suggested that City Staff provide updates on any sites that have been

nominated including the property at Crooks Road & M-59 (southwest area with large

pond).

A question arose about timing to meet grant deadlines. Chairperson Carvey will request

Mr. Hartner to provide an update.

GSAB Visionary Sub-Committee

Member Robinson reported that he will be meeting with representatives from the

Historical Districts Study Committee regarding suggested signage for open space

properties.

GSAB Stewardship Sub-Committee

Chairperson Carvey reported that he and Mr. Moore will meet regarding stewardship prior

to the next GSAB meeting. Mayor Barnett has discussed stewardship with the City

Attorney and has requested the City Attorney to provide an opinion. Member Wallace

offered to arrange for a presentation regarding stewardship management.

Update regarding Rochester College easement to Oakland Land Conservancy

Attachments:

The Board reviewed information provided by the Planning Department regarding the

conservation easement that Rochester College provided to obtain a PUD agreement with

the City. The College granted the easement to the DEQ joint with the College. The DEQ

agreed to request that Oakland Conservancy provide stewardship monitoring. The Board

concurred that it was a good fit with plan connectivity.

ANY OTHER BUSINESS

2007-0753

Update regarding any newly nominated properties

Member Funk reported that brief discussions with Mr. Bashr Bashir, a property owner who

offered information regarding property on Rochester Road for consideration by the GSAB.

The location, property size and interest of owner needs to be clearly identified and

discussions will continue with Mr. Bashir.

Mr. Funk also stated that Ms. Petitto, the City's property acquisition agent, is continuing

to make contacts with the owners of the White property.

Chairperson Carvey reported receiving a nomination form through Ms. Petitto on Parcel

No. 70-15-15-328-001 from Mr. Sam LoChirco for Harding Estates. The Board discussed

the location and size of property and determined that it may be closer to 23 acres when

the steep slopes are considered even though the nomination form reflected 40 acres. No

price is known at this time.

It was suggested that Mr. Hartner provide any pertinent information to the Board prior to

doing a site walk of the property scheduled for Friday and Saturday, November 9th and

10th. The site walk will be similar to what was conducted for prior nominated properties.

NEXT MEETING DATE

The Board was in agreement to hold the next GSAB meeting on Tuesday, December 18,

2007 due to the Christmas holidays.

ADJOURNMENT

There being no further business to discuss, Chairperson Carvey adjourned the meeting at

8:15 PM.
