Chairperson Carvey noted that he had met with City Council members ‎

regarding green space acquisitions and stewardship‎. ‎The City Attorney has ‎

drafted a ballot proposal to repurpose the Green Space Millage fund‎. ‎The ‎

proposal will be added to this agenda for discussion under ‎NEW BUSINESS‎. ‎

The proposal would need to be approved by City Council at the August ‎12‎, ‎2013 ‎

meeting in order to appear on the November ‎2013 ‎ballot‎.‎

Chairperson Carvey noted nothing new to report at this time‎.‎

2‎.) ‎Define stewardship for Rochester Hills and develop a mission ‎

statement and vision statement‎: (‎Members Tilove‎, ‎Graves‎, ‎Peterson‎, ‎

Dohr‎, ‎Thorpe‎)‎

As noted in the February ‎26 ‎and March ‎26‎, ‎2013 ‎minutes‎, ‎the Board consensus ‎

for the definition of stewardship was as follows‎: "‎Stewardship is the responsible ‎

managing of land to protect‎, ‎conserve‎, ‎and enhance biodiversity and natural ‎

features‎, ‎for the benefit of current and future generations‎."‎

As noted in the April ‎23‎, ‎2013 ‎minutes‎, ‎the Board unanimously supported the ‎

mission statement as follows‎: "‎It is the mission of the Rochester Hills‎' ‎Green ‎

Space Advisory Board to enhance our community through the preservation and ‎

stewardship of natural features‎."‎

Member Peterson presented a revised draft vision and value statement that ‎

included the suggestions from the June ‎25‎, ‎2013 ‎GSAB meeting‎. ‎Members ‎

reviewed the revised draft‎. ‎The vision and value statement was reflected as ‎

follows‎:‎

VISION AND VALUE STATEMENT‎

The Green Space Advisory Board was established by City Council to support ‎

the Green Space Millage passed by the citizens of Rochester Hills in ‎

September ‎2005‎, ‎“‎... ‎to permanently preserve natural green spaces‎, ‎wildlife ‎

habitats and scenic views‎; ‎protect woodlands‎, ‎wetlands‎, ‎rivers and streams‎; ‎

expand the Clinton River Greenway and other trail corridors by funding the ‎

purchase of land and interests in land ‎...‎”‎.‎

The GSAB would now request City Council revise our scope of authority in order ‎

to create a vision and plan for future stewardship of significant sensitive natural ‎

resources within Rochester Hills‎, ‎in order to protect‎, ‎care and maintain green ‎

spaces and natural features owned or acquired by the City of Rochester Hills‎.‎

VISION‎

To assure a high quality living environment including native habitat protection‎, ‎

responsible land stewardship and long term sustainability in order to pass onto ‎

future generations a community of sustained and maintained public lands for the ‎

citizens of Rochester Hills‎.‎

VALUE‎

·‎ Establish the citizens of Rochester Hills as public stewards of our natural ‎

environment‎, ‎create public awareness of the economic value of green ‎

spaces‎, ‎and provide for continuing education and communication about ‎

green space activities in order to increase citizen stewardship ‎

awareness‎.‎

·‎ To promote bio‎-‎diversity through removal of invasive species and ‎

restoration of native plant materials‎.‎

·‎ To preserve and protect public lands through conservation easements‎, ‎

steep slope ordinances‎, ‎shoreline erosion abatement‎, ‎wetland ‎

preservation‎, ‎maintaining rivers and streams and expanding the Clinton ‎

River Greenway and other trail corridors‎.‎

·‎ To make recommendations to the City Council as to assure that lands ‎

under control of the city are protected with a land management plan‎.‎

The Board expressed their appreciation to Member Peterson for a nice job‎.‎

3‎.) ‎Research what other communities have done regarding stewardship ‎

and how to measure results‎: (‎Members Loebs‎, ‎Phillips‎, ‎Graham‎, ‎Smith‎)‎

4‎.) ‎Establish presentation sub‎-‎committee‎:‎

Chairperson Carvey suggested a committee be established to develop and ‎

make a presentation to City Council at the August ‎12‎, ‎2013 ‎meeting regarding ‎

the two new items discussed under ‎NEW BUSINESS‎.‎ ‎Members Gauthier‎, ‎

Graham‎, ‎Peterson and Phillips volunteered‎. ‎All members of GSAB are ‎

encouraged to attend to show support‎.‎

The Board discussed a revised vision and value statement presented by ‎

Member Peterson under LF ‎# ‎2012‎-‎0443‎. ‎The revised draft included the ‎

suggestions from June ‎25‎, ‎2013 ‎GSAB meeting‎. ‎Comments noted were‎:‎

* ‎The prior stewardship presentation could be expanded upon‎.‎

* ‎GSAB will continue to provide due diligence and provide education to City ‎

Council and residents regarding uses of green space millage funds for ‎

stewardship and why it is important‎.‎

* ‎The Niswander baseline assessment report conducted in June‎, ‎2010 ‎is a ‎

great resource for conclusive stewardship projects can be conducted on ‎

currently city‎-‎owned green space parcels‎.‎

* ‎If the scope of authority is revised‎, ‎GSAB could develop priorities and make ‎

annual budget recommendations to City Council for stewardship‎.‎

* ‎A legal perpetual care fund could be established via City Council resolution to ‎

ensure green space funds are used for property acquisition and stewardship‎.‎

Chairperson Carvey suggested a request be made to City Council to revise ‎

Now Therefore Be It Resolved‎, ‎that GSAB would now like to request that City ‎

Council revise our scope of authority in order to create a vision and plan for ‎

future stewardship of significant natural resources within Rochester Hills‎, ‎in ‎

order to protect‎, ‎care and maintain green spaces and natural features owned or ‎

acquired by the City of Rochester Hills‎.‎

Chairperson Carvey presented a draft ballot proposal prepared by the City‎'‎s ‎

attorney to repurpose the Green Space Millage fund‎. ‎Members discussed the ‎

proposal and made the following suggestions‎:‎

Other comments noted were‎:‎

* ‎It is very important that GSAB demonstrates proper use for stewardship ‎

funds‎. ‎The Niswander baseline assessment report conducted in ‎2010 ‎

demonstrates concrete stewardship projects needed for current city‎-‎owned ‎

green space parcels‎.‎

* ‎If the voters approve a ballot proposal to repurpose the funds to include ‎

stewardship‎, ‎a legal perpetual care fund could be established via City Council ‎

resolution to ensure green space land acquisition and stewardship protection ‎

and maintenance for future generations‎.‎

Mr‎. ‎Mike Hartner‎, ‎Director of Parks ‎& ‎Forestry will make an inquiry to the City ‎

Attorney to determine if the proposal would allow the protection and ‎

enhancement of the Clinton River running through Rochester Hills‎. ‎

After discussion‎, ‎the Board made a motion to recommend approval of the draft ‎

ballot proposal with the above suggestions‎.‎
