Regular Meeting of March 23, 2010 as presented.

COMMUNICATIONS

Chairperson Windscheif noted that he presented the proclamation to former

member, Paul Funk, honoring his service with GSAB and the City. Mr. Funk

appreciated the recognition.

PUBLIC COMMENT

Chairperson Windscheif noted that there were no members of the public

present. Youth Council member, Sresht Rengesh, a junior at Avondale High

School, introduced himself.

UNFINISHED BUSINESS

2008-0130

GSAB Administrative & Strategic Sub-Committee

Chairperson Windscheif reported having conversations with Ms. Tara Beatty,

chief assistant to Mayor Barnett, regarding grant applications for stewardship.

Ms. Beatty is researching grant possibilities and suggested an updated

stewardship scope and parameters would help to narrow the search.

GSAB Stewardship & Advocacy Sub-Committee

Member Carvey and Mr. Mike Hartner, Director of Parks & Forestry, reported

that Niswander Environmental, LLC, was awarded the contract to perform a

baseline assessment of the currently owned four (4) green space properties.

There were nine proposals received. Niswander's bid was for approximately

$8,000. The assessments, which should be completed by June 30, 2010, will

include the physical and natural features of each parcel, as well as a floristic

quality assessment, which is a tool that ranks floral species according to a

state-wide ranking system.

The Green Space Millage may be used to fund a baseline assessment of

physical features of the properties. The baseline assessments will assist GSAB

in developing a future stewardship management plan which will support grant

requests.

Update regarding any nominated properties

Mr. Hartner reported that the project agreement for the Sheldon-Mead property

acquisition has been forwarded to City Council for acceptance on June 7, 2010.

The grant cycle is moving four to five months faster than in previous years.

There will be a marker on the property noting that the parcel was acquired with a

grant from the Michigan Natural Resources Trust Fund (MNRTF). After the

project agreement has been executed, the Administration will proceed with a

phase one environmental liability assessment, title search, and obtain two

appraisals to begin negotiating a purchase price. The grant money will be given

to the City after the property is acquired.

Discussion regarding GSAB logo

Member Tilove reported the GSAB logo contest has been cancelled due to a

city-wide "branding" project being developed by another committee.

The Board discussed the need to incorporate and promote green space

properties, build awareness of green space and confidence in stewardship. The

timetable for the branding project is unknown at this time.

Chairperson Windscheif will contact Mayor Barnett to volunteer to be on the

branding project committee and represent GSAB.

NEW BUSINESS

2010-0232

Discussion regarding Rochester Road parcels (2)

The Board discussed the two newly nominated parcels located on the east side

of Rochester Road by Tree Top Lane. Parcel No. 15-02-102-023 is 4.59 acres

and parcel No. 15-02-177-001 is 26.03 acres.

Mr. Kurt Dawson, Assessor/Treasurer, reported that the parcels were

purchased in August, 2003 for $750,000 by T.J. Realvest, LLC, Rochester,

Michigan. Currently, the parcels have an estimate of market value based

upon the assessed value of $550,000, which is one year behind the actual

market value. He also noted market values continue to decrease.

Mr. Hartner noted that the owners had planned to develop 12 to 15

condominiums on the parcels. The owners are in good standing with the City.

The parcels contain steep slopes and wetlands. The owners gave permission

for GSAB to walk the parcels. The private road, Tree Top Lane, would remain

with the property should GSAB recommend acquisition.

The Board consensus was to schedule a site visit for June 7 or June 8 at 6 p.m.

An appropriate public notice for the site visit will be posted by staff.

ANY OTHER BUSINESS

It was noted that the GSAB staggered terms recommendation will be addressed

at the December City Council meeting, which is when Council makes

committee appointments for 2011.

Mr. Hartner mentioned that the 2010 Paddlepalooza event will be held on

Saturday, June 5, 2010. It is a canoe and kayak race on the Clinton River from

Auburn Hills to River Crest Banquet Hall in Rochester Hills. Also, the

Environmental Education Center will host a summer camp on July 7, 2010 to

explore the river from the River Crest Banquet Hall to Bloomer Park.
