Board of Trustees to the Green Space Perpetual Care Trust

Chairperson Janulis called the Green Space Perpetual Care Trust meeting to order at 5:17 pm.

Approval of Minutes - August 27, 2019 meeting

Resolved, that the Minutes of the Board of Trustees to the Green Space Perpetual Care Trust Meeting held on August 27, 2019 be approved as presented.

Election of Chairperson

Dr. Bowyer nominated Darlene Janulis.

Election of Vice Chairperson

Darlene Janulis nominated Dr. Bowyer.

Review of Current Asset Allocation 

Chairperson Janulis turned the meeting over to Joe Snyder. He said the trust is looking good, ended fiscal year just under 6.9 million. 1st quarter took a hit but today it’s up to 7 million. Currently in a 60% fixed - 40% stocks conservative mix. Dr. Bowyer mentioned staying with a conservative mix. Chairperson Janulis mentioned historically in election years there is some fluxuation, so she thinks they should keep conservative. Matt Einheuser mentioned changes could be made later without having a meeting. Snyder also agreed that we should stick to the conservative investments and he will keep an eye on the market to make changes in the future. 

Proposed Budget

Joe Snyder mentioned the timing of the meeting is good so any changes can be made before the budget goes to council. Snyder mentioned the potential for the trust to help fund a storm water project along Yates Park. The project would cost approximately $400,000, and take about 3 years. They will be looking for grants to fund it, but it would be a city share, depending on the grants. Matt Einheuser mentioned that having 50% even if it’s not required we can be more competitive in obtaining grants. Dr. Bowyer mentioned the 2 properties they would like to purchase. She would not like to see the fund used, but the interest portion could be used, also the GS fund is set up to purchase property and protect Green Spaces, not other projects. Chairperson Janulis agrees with Dr. Bowyers comments. Discussion ensued. Snyder will remove the project from the GS Trust Budget.
