Hartner noted that the subcommittee typically consists of himself, the
GSAB Chair and Vice Chair, who set the monthly agendas and review the
minutes along with gathering preliminary information on newly nominated
parcels for the Board's review process

Committee
Vice Chairperson Peterson explained that this subcommittee makes
presentations to update City Council and also prepares promotional information
for approval and distribution by the Mayor's Office to appropriate media and
broadcast groups
.
It was noted that Member Adam Kochenderfer and Youth Representative Laisa
Magucha volunteered to serve on this subcommittee along with Member Tilove,
Vice Chairperson Peterson and Youth Representative Thorpe resulting in four

Oakland County Parks donated a family fun passport valued at $

Phillips have made contacts for other nice prizes for the raffle

Member Graham presented a draft flyer for discussion

Member Tilove
reported that Rochester and Avondale Schools will promote the event
throughout their schools

Naturalist Lance Devoe will be invited to provide an educational component
during the March

A schedule of assignments
and checkpoint stations can then be developed and assigned to volunteers on
the day of the hike

The Board expressed appreciation to Youth Representative Thorpe and
Member Tilove for their fine efforts

GSAB Property Nominations & Acquisitions Sub

Committee
In lieu of Chairperson Carvey and Member Gauthier's absence, Mr
.
Hartner
explained this subcommittee maintains an internal log to track nominated and
acquired parcels
.
At one point there were several properties pending at the
same time
.
Currently, parcel nominations have slowed down
.
It could be
possible to carry this function under the Administrative & Strategic
Subcommittee
.
The Board consensus was to discuss this at the March meeting when Chairman
Carvey and Member Gauthier are present
.

Hartner further explained that the property nomination form can be found on
the City's website
.
Typically when a parcel is nominated, a nomination form is
submitted to the Clerk's Office
.
A copy is forwarded to Mr
.
Hartner, who begins
assembling the preliminary topography information for review by GSAB
.

GSAB Stewardship & Advocacy Sub

Committee
Member Loebs explained that this subcommittee will explore ways to maintain
and improve city
-
owned green space parcels via parameters approved by City
Council that can be funded with the Green Space Millage
.
A baseline
assessment of four parcels was conducted in June
2010
and will be used to
develop various stewardship strategies
.
Now that the City's branding campaign has been launched, GSAB can move
forward with developing signage needed at property boundaries
.
Launching a
stewardship program within the parameters set by City Council will be a very
important endeavor
.
This subcommittee is in the process of developing a draft
mission statement and goals
.
Everything will be brought back to the Green
Space Advisory Board for discussion
.
Members commented that former Member Douglas will be greatly missed
.
Through her experience facilitating environmental education programs, she
brought a wealth of knowledge regarding environmental species and
inner
-
workings of other environmental agencies
.
Members Samantha Phillips and Richard Graham volunteered to serve on this
subcommittee along with Chairperson Carvey, Member Loebs and Vice
Chairperson Peterson resulting in five

voting members that would constitute
a quorum and require a Special Meeting Notice posted at least
18
hours prior to
any subcommittee meeting to comply with Open Meetings Act
.
NEW BUSINESS

Green Space Properties Protection Policy
Vice Chairperson Peterson explained that the protection of green space parcels
arose from the controversial discussions regarding the water reservoirs and
their potential location in Rochester Hills
.
Attorney John Staran will attend the
March
22
nd GSAB meeting to answer any questions or concerns regarding the
permenant preservation of green space parcels
.
The following topics were discussed
:

The difference between the usage of park land purchased with general
obligations bonds versus open space parcels purchased with Green Space
Millage funds
.
*
The specificity of the Green Space Ballot language and how the words
"
permanently preserved
"
indicate the City's intent
.
*
The need to convey to the City's intent to permanently preserve open space
parcels to the residents of Rochester Hills
.
*
The methods of monitoring encroachment of open space parcels
.
*
A Frequently Asked Questions
(
FAQs
)
information sheet should be
developed as an educational tool
.
Mr
.
Hartner suggested that it would be possible to develop an ordinance
amendment for green space parcels that would discourage certain behavior on
the land, similar to the existing park ordinance
.
An ordinance would
demonstrate to the residents that the City is serious about permenant
preservation
.
The consensus was that members will develop questions for Attorney Staran's
review prior to the March
22
meeting
.

Since the Green
Space Millage has existed for five years, now is a good time to reflect on what is
the most important next step

owners who may not have been interested in nominating their properties during
the initial campaign five years ago
.

Hartner explained that the resignation of Member Douglas will be accepted
at the next City Council meeting
.
The Clerk's Office will post a vacancy notice
on the City's web and cable station

The Clerk's Office maintains a list of
interested residents and hopefully the vacancy will be filled in the next couple of
months
.
The Board suggested a proclamation of appreciation be sent to Ms
.
Douglas for her service on GSAB
.
