| then discussed that the time frame would be too short to submit any ballot |

| proposals for the November 2010 ballot and that there would still be a shortfall of |
|
| funds necessary to maintain the City's roads. Discussion ensued about the |
|
| mechanisms of governmental accounting and then turned to status updates of |
|
| the Tienken Road Project - the proposed 3-lane road design with a dual lane |
|
| roundabout at Tienken and Livernois, the completion delays of the Tienken |
|
| Road Bridge, and the completed roundabout at Hamlin and Livernois. Various |
|
| experiences of drivers learning how to traverse the new roundabout were |
|
| shared. The Committee Members discussed the various current and upcoming |
|
| road projects: the overlay on Walton Road, M-59 Road Widening, the patching |
|
| of Rochester Road from M-59 to South Boulevard, and the need for work to be |
|
| done on the Crooks-59 Bridge and on both of the bridges at Avon and Livernois. |

| Member Webber discussed the police contracts being typically one-year |
|
| contracts with no pay increases, that health care, retirement costs and similar |
|
| costs add to the cost increases. He expressed the concerns that he and |
|
| Member Hooper have regarding the loss of two of the officers and suggested |
|
| that Captain Johnson could provide more information as to the officers and their |
|
| responsibilities which includes enforcement of the City's false alarm ordinance, |
|
| a community liaison type position and day time patrol. He continued further that |
|
| there appears to be a reduction in the number of officers from 60 to 55 in a |
|
| three-year time period and that the Committee should meet with Captain |
|
| Johnson to discuss the challenges the Oakland County Sheriffs Office (OCSO) |
|
| face with the reduction in manpower. He referenced the City Council's past |
|
| negotiation issues with the OCSO in regard to contract language and that it had |
|
| been suggested that a Request For Proposal (RFP) bids be solicited to |
|
| research options that may or may not be available to the City. |
|
| The Committee Members then discussed possible bidding entities that would |
|
| most likely respond to the City's proposal solicitation such as the Cities of |
|
| Auburn Hills, Troy or Rochester Police Departments. It was the consensus of |
|
| the Committee Members that it would not necessarily mean that there would |
|
| any be changes made to the City's current law enforcement services by |
|
| seeking solicitation of proposals. The Committee determined that meeting with |
|
| Captain Johnson would provide valuable information to aide in the RFP process. |
|
| The indemnification language in the OCSO contract was discussed as being an |
|
| ongoing concern of City Council. |
