CALL TO ORDER

Chairperson Ambrozaitis called the Leisure Activities Committee meeting to order at |

Discussion of Parks Millage

Julie Jenuwine, Finance Director, provided a brief overview regarding an estimated |
|
millage for Parks noting the following: |
|
* Estimated millage for Parks Operation including the E.E.C. and the Museum over a |
|
(10) ten-year period is approximately .85 mils. |
|
* Currently Parks operation is supported by the General Fund and a millage would "free |
|
up" $2.5 million General Fund monies to be used for other purposes. |
|
Ms. Raschke suggested including Forestry and Pathways in the proposed Park Millage |
|
due to them all being interconnected. |
|
In response to questions regarding Nowicki Park, Ms. Jenuwine stated that Nowicki |
|
Park Development was not part of the Capital Improvement Project that was adopted. |
|
She further stated that the CIP is for a six (6) year period and that the last four (4) years |
|
of a Parks Millage would provide an additional un-designated $200,000 annually which |
|
could be used for the development of Nowickii Park. |
|
in response to questions regarding the cost to develop Nowicki, Mr. Harnter explained |
|
that the Community has to decide what they want to see at the park such as swimming |
|
pool vs soccer field, paved parking lot vs gravel, irrigated or non etc. Therefore, there |
|
are too many variables to make a cost approximation. |
|
Mr. Yalamanchi expressed concern with an additional Parks Millage request when other |
|
community priorities have not been met. He also expressed concern with placing an |
|
added tax burden on the community during the current economic conditions. He further |
|
stated that he would not support a Parks Millage. |
|
Mr. Zendel expressed his concern with where the discussion was going and stated that |
|
between just local roads and police, Rochester Hills needs an additional four (4) mils. |
|
He further expressed his support of dedicated millages in lieu of a proposed one |
|
General Fund millage. |
|
It was noted that a General Fund millage for everything would allow the City to allocate |
|
funding as needed. |

YOUTH COMMENTS
|
Committee members asked that Youth Representatives what their thoughts were on |
|
gaining public support of proposed millages: |
|
Ryan Leclerc would like to see added communication between the residents and the |
|
City Officials. |
|
Kelley Kosuda agreed and stated that residents have inquired as to where the money is |
|
being used. |
|
Angie Jackson stated that more effective communication during elections would be an |
|
opportune time to provide needed answers. |
|
Ms. Jenuwine asks the Youth Representatives for other suggestions as to how to obtain |
|
community involvement in town hall meetings. |
|
Ms. Kosuda suggested a need to go door-to-door. |
|
Mr. Leclerc thought an announcement at the Festival of Hills might be helpful. |
|
Ms. Jackson agreed with a more personable approach to residents rather than an |
|
intimidating town hall meeting. |
ANY OTHER BUSINESS
|
Committee members discussed the Riverbend Park testing and clean up noting the |
|
following: |
|
* Developer has agreed to test Riverbend Park. |
|
* Cost to test is approximately $80,000; with the City cost at $20,000 and the Developer |
|
cost at $60,000. |

Consensus of the committee was to cancel the July 17th meeting at this time. |
