Adoption of Resolution to Waive City Council Rules of Procedure regarding Citizens' Rights to Address Council
 
Body
Whereas, at the March 29, 2006 City Council Work Session, City Council will be discussing the re-evaluation of a Single Trash Hauler
 
Whereas, the City Council Rules of Procedure provides specific rules for Citizens to address Council including the manner of addressing Council and time limits;
 
Whereas, City Council wants to provide the opportunity for the public to comment on all aspects of tonight's discussion in a participatory manner;
 
Now Therefore Be It Resolved, that the Rochester Hills City Council, pursuant to Article IX, Suspension and Amendment of these Rules, Section .01, Suspension of These Rules, hereby waives Article III, Meetings of Council, Section .03, Work Sessions (b) to allow City Council to take action at tonight's City Council Work Session;
 
Be It Further Resolved, that City Council waives Article VIII, Citizens' Rights, Section .01 Requests to Speak, (c) requiring persons requesting to speak to fill out the required Speakers Request Form and limiting the speaker's time to three minutes;
 
and
 
Section .04, Manner of Addressing The Council - Time Limit requiring persons requesting to speak, manner of addressing Council, time limits and second opportunities to speak on the same issue
 
to better allow citizens to participate in tonight's discussion
