Title

Acceptance of Fiscal Year 2025 Staffing for Adequate Fire and Emergency Response (SAFER) Grant Award

 

Body

Whereas, the Federal Emergency Management Agency (FEMA) administers the Staffing for Adequate Fire and Emergency Response (SAFER) Grant Program to assist local fire departments in increasing or maintaining the number of trained, front-line firefighters to meet national staffing, response, and operational standards; and  

 

Whereas, the City of Rochester Hills Fire and Finance Departments jointly submitted an application under the FY 2025 SAFER Grant program for the funding of twelve (12) new additional Firefighter / Paramedics; and  

 

Whereas, on September 25, 2026, the City of Rochester Hills was officially notified of a grant award under the FY 2025 SAFER Grant Program in the amount of $3,215,962.59 for a period of performance spanning March 24, 2027 through March 23, 2030; and  

 

Whereas, the grant funding will offset salary and benefit costs associated with the twelve (12) new positions over a three-year period, with federal cost shares set at 75% for Year 1, 75% for Year 2, and 35% for Year 3.  

 

Now, Therefore, Be It Resolved, that the Rochester Hills City Council hereby authorizes the City’s Authorized Organization Representative (AOR), Chief Financial Officer Joe Snyder, to accept the FY 2025 SAFER Grant award on behalf of the City of Rochester Hills, and to execute all necessary grant agreements, electronic submissions, assurances, and related award documents required by FEMA.
