Request for Approval of the Amended Michigan Mutual Aid Box Alarm System Association (MI-MABAS) Interlocal Agreement

Whereas, the City of Rochester Hills Fire Department seeks to ensure optimal emergency response capabilities, fire protection, suppression, rescue, emergency medical, and technical response services during emergencies, disasters, or severe threats to public safety; and
Whereas, in certain situations--including natural disasters and man-made catastrophes--no single community possesses all necessary resources to independently manage every possible emergency or public safety crisis; and
Whereas, efficient emergency response is best achieved by establishing prearranged, systematic plans to leverage and share resources with neighboring communities; and
Whereas, the Michigan Mutual Aid Box Alarm System Association (MI-MABAS) is a statewide mutual aid association established pursuant to the Michigan Urban Cooperation Act of 1967 (1967 PA 7, MCL 124.501 et seq.); and
Whereas, the Amended MI-MABAS Interlocal Agreement updates and supersedes prior mutual aid agreements, establishing standardized operational procedures, governance through an Executive Board, clear deployment guidelines for routine mutual aid and Special Operations Teams (including Hazardous Materials, Technical Rescue, and Incident Management Teams), updated administrative bylaws, and updated verbiage regarding cost reimbursement;
Now, Therefore Be It Resolved, that the City Council of the City of Rochester Hills hereby approves the Amended Michigan Mutual Aid Box Alarm System Association (MI-MABAS) Interlocal Agreement.
