Approval of Minutes - Water & Sewer Technical Review Committee Regular Meeting - May 2, 2018
A motion was made by Hooper, seconded by Hetrick, that this matter be Approved as Presented. The motion carried as follows:
Resolved, that the Water System Advisory Council hereby approves the Meeting Minutes of May 2, 2018 as presented.

Lead & Copper Rule Update
Tracey Balint and Leon Luedeman presented an update to the Lead & Copper Rule. Effective June 14, 2018 the MDEQ Lead and copper regulations have changed. Prior to the revisions, the City performed lead and copper testing at thirteen locations every year. Annual lead and copper sampling is now required at thirty homes. This is still a reduced number, as the number of locations could increase to sixty locations based on 2019 results. Water Quality Parameter (WQP) sampling was previously not required, now ten samples per quarter are required. Communities must provide a preliminary Distribution System Materials Inventory (DSMI) by January 1, 2020. The Annual Water Quality Report can be found on the Department of Public Services home page located on the City of Rochester Hills webpage.

Water and Sewer Rate Discussion
Mr. Joe Snyder discussed the Water and Sewer Rate Presentation. Water rates have three major items that impact rates. Operating gain or (loss) from the prior rate year, adjustment needed to meet requirements of our suppliers (NOCWA/GLWA) and Estimation of the volume of water that will be sold. The Water Division ended with a net loss of ($35,425) as of December 31, 2018. The per-bill customer charge for the 2019-20 is projected to increase from $5.64 to $5.78 per bill, representing a $0.14 or 2.5% increase over the 2018-19 rate year.
The Technical Review Committee had three options to choose from. The first option would be to breakeven immediately. Second option would be to keep rates flat for 2019-2020. The third option would be to smooth rate over 4-year period. The Technical Review Committee made the recommendation of using option three, a multi-year approach to provide consistency and stability to water and sanitary sewer rates for the next 4-years.
