CALL TO ORDER
Chairperson Windscheif called the Green Space Advisory Board meeting to 
order at 7:01 p.m.

COMMUNICATIONS
Chairperson Windscheif reported that the Administration is working on making 
the Stewardship fund available as a donation option online for the Reycle Bank 
program.  
 
Mr. Mike Hartner, Director of Parks & Forestry, distributed a newly created 
brochure from Oakland County regarding the impact of green space on the 
economy.

Chairperson Windscheif announced that the following people were in 
attendance:  Mr. David McQuarrie, Rochester High School student, Ms. 
Melinda Hill, Rochester Hills resident, and Mr. Jesse Kranz, Vice President, 
Elro Corporation.

GSAB Communication, Promotion & Media Sub-Committee
Member Funk reported having conversations with the editor of the Suburban 
Lifestyle and will submit an article about GSAB after the Stewardship 
presentation to Council.
 
It also suggested to submit articles to the Rochester Eccentric before May 31, 
2009, which is the last printed edition; the Oakland Press, and the Rochester 
Post after the Stewardship presentation to City Council.  It was noted that the 
printed editions of the Rochester Hills Herald will be discontinued and become 
available online after May, 2009. 
 
Member Peterson offered to outline Earth Day activities for 2010 to represent 
GSAB.

GSAB Property Nominations & Acquisitions Sub-Committee
Member Gauthier had nothing to report.  Discussion commenced regarding the 
City's efforts to obtain land acquisition grants. Today's economic market 
appears to be a better time to more actively search for matching grants 
because of it being a "buyer's market".  
 
Chairperson Windscheif will invite Mayor Barnett to a future GSAB meeting to 
discuss the City's strategy on obtaining land acquisition grants.

GSAB Stewardship & Advocacy Sub-Committee
Members Carvey and Loebs will make a PowerPoint presentation regarding the 
Stewardship program to City Council on Monday, May 4, 2009.  Conducting a 
baseline assessment of physical features of acquired open space properties is 
a big step in a Stewardship program. 
 
Members noted that the City of Rochester Hills, with its desirable parks, open 
space and passive recreation, was named as one of the top 100 U.S. cities in 
2009 in which people wish to live.
 
It was noted that the City Attorney's opinion regarding the use of the Green 
Space millage fund for a Stewardship program also included the support staff 
time needed to prepare GSAB agendas and minutes, etc. and would be charged 
to the Green Space Millage fund.

Attachments:
The Board reviewed and evaluated the nominated parcel as outlined on the 
Natural Features Criteria.  The score totaled 50 and was based on 56 acres.  
The breakdown was as follows:
 
A. Water Resources = 14 
B. Habitat Protection = 14 
C. Recreational/Historical Value = 15 
D. Other Factors = 7
E. Adverse Factors = 0
 
The following points were noted:
 
*  The score was based on the 56 acre parcel as nominated.  Consideration was 
given to potential development risks.
 
*  Wetlands that are a minimum of  two (2) acres are considered City regulated 
wetlands.  Wetlands five (5) acres or greater are considered State regulated 
wetlands.
 
*  The upper portion of the parcel may be more desirable for an open park land 
versus green space features.  It was suggested that Mr. Jesse Kranz, Vice 
President of Elro Corporation, could submit a revised property outline to the 
May GSAB meeting for review.  
 
*  An underground power easement runs along the north side of the parcel.  
Utility companies are open to the suggestion of using easements as potential 
recreational corridors in the future which would expand public access.  
 
*  The parcel could be considered for the August 1, 2009 grant deadline.  
However, much work would have to happen during the next two months and the 
appropriate paperwork would have to be submitted to City Council for 
consideration.
 
The board discussed nominating the 56 acre parcel for acquisition. 
A motion was made by McGoldrick, seconded by Loebs, that this matter be 
Approved.  The motion FAILED by the following vote:

Resolved that GSAB proceed to recommend acquisition of Clear Creek No. 5 as 
presented, scored and discussed at the April 28, 2009 GSAB meeting, and that should 
this motion move forward, it will be the City's responsibility to negotiate adequate 
adjustments in the property designation to suit the purposes of GSAB and the developer.
