Joe Snyder, Chief Financial Officer, called the Water & Sewer Technical Revew Committee Meeting to order at 6:03 p.m.

No approval of meetings were required.

2018-2019 Water and Sewer Rate Discussion
Joe Snyder noted The City of Rochester Hills preliminary rate increase information from the Oakland County Water Resources Commission (OCWRC) regarding 2018-2019 Sanitary Sewer rated charges. Joe Snyder presented three (3) options for the committee to discuss. The first option would be to adjust the rates to operationally break even in the next rate year. The second option was to keep rates flat for 2018-2019 and adjust future rates to meet the need. The third option is to smooth the rate over a 3-Year period.
A motion was made by Soisson, seconded by Hoksch, that this matter be Approved. The motion carried by the following vote:

Resolved, that the Water and Sewer Technical Committee voted on the third option, which is to smooth the Water and Sewer Rates over a 3-Year period.

Enterprise Fund Reserves Policy
Joe Snyder presented information regarding Water and Sewer Operating Fund. The Committee was presented with a proposal to maintain a balance between 20% to 30% of annual operations.
A motion was made by Jenny McCardell seconded by Philip Hurst to maintain a balance between 20% to 30% of annual costs.

Resolved, that the Water and Sewer Technical Committee has unanimously voted to maintain a balance between 20% to 30% of annual operations in the Water and Sewer operating funds.

Water & Sewer Ordinance Changes
Joe Snyder presented a proposal to increase the late fee penalty from 2.0% to 5.0% to encourage timely Water and Sewer payments. City staff would have the ability to waive late fees if the resident agrees to sign up for direct and debit. Resident would need to stay on this service for one year.
A motion was made by Hurst, seconded by Hoksch, that this matter be Approved. The motion carried by the following vote:
