Chairperson Garvey called the Green Space Advisory Board meeting to order at 7:02 p.m.

Non-Voting Members Present:  Mike Hartner, Lance DeVoe, Shreya Reddy and Maura Losh.

Non-Voting Members Absent:  Kurt Dawson, Adam Kochenderfer and Omar Illyas.

Committee Member Darlene Janulis provided notice that she would be unable to attend and asked to be excused.

Regular Meeting - October 28, 2014

A motion was made by Peterson, seconded by Niks, that this matter be Approved as Presented. The motion carried by the following vote:

Resolved that the Green Space Advisory Board hereby approves the Minutes of the Regular Meeting of October 28, 2014, as presented.

Chairman Carvey welcomed new member Thomas Neveau and invited each board member to introduce themselves and give a brief recap of their experience with the GSAB.

Chairperson Carvey noted there was no public present.

GSAB Administrative & Strategic Sub-Committee

GSAB Communication, Promotion & Education Sub-Committee

No report at this time.

GSAB Property Nominations & Acquisitions Sub-Committee

Chairperson Carvey congratulated the board on the acquisition of the White property on the north boundary of Riverbend Park.

Lance DeVoe noted that the Riverbend Park property now includes both sides of the Clinton River and boasts a high quality hardwood region, native plants, wetland areas as well as serving as a habitat for wildlife.  

Mr. Hartner commented that this 48 acre parcel is now under the protection of the GSAB and is truly the gemstone of the Green Space properties.

GSAB Stewardship & Advocacy Sub-Committee

No report at this time.

Chairperson Carvey suggested that Lance DeVoe work with this committee to help develop a stewardship management plan and then report back to the Board.

Mr. Hartner commented that this will be an important planning year developing a detailed management plan that can be adopted by Council.  Development of priorities and rankings for existing Green Space properties will be the first step of the management plan.  Mr. Hartner noted that he and Lance DeVoe met with Jeff Bridgland of Niswander Environmental to begin the process of developing a property ranking system. This will be an ongoing collaborative effort that will encompass looking at potential safety issues of individual properties, setting up a scoring plan to determine priorities in wetland areas as well as with native plant management and setting up a template for budgeting.

Mr. Hartner will bring these elements to the Board over the next few meetings for further discussion with the goal of having an educational and management plan understood and in place by September. The Board could then make a recommendation to City Council to adopt the management plan in October.

Discuss Stewardship Management Plan

Lance DeVoe will meet with Jeff Bridgland and walk all of the Green Space properties to assist in development of rankings.

Mr. Hartner suggested a pilot project for this year as a way of educating the general public to the important work that the Green Space Advisory Board is doing.  Mr. Graves inquired if the project could be held at Riverbend Park to showcase the newly acquired Green Space property.

Mr. Hartner and the Board discussed the best ways in which to communicate with the public utilizing press releases as well as the city website.

Shreya Reddy and Maura Losh volunteered to work on the development of a Green Space logo as well as work on communication and branding of Green Space activities.  Mr. Hartner will reach out to Tara Presta in the Mayor's Office to request her input in the development of a Green Space logo.

Adopt GSAB Meeting Schedule - 2015

A motion was made by Graves, seconded by Graham, that this matter be Approved. The motion carried by the following vote:

Resolved that the Green Space Advisory Board establish the 2015 meeting schedule as the fourth (4th) Tuesday of each month at 7:00 PM, Michigan time, at 1000 Rochester Hills Dr., Rochester Hills, Michigan, Oakland County, with the understanding that any meeting dates conflicting with holidays of elections will be scheduled as needed.  The exception will be November and December which will be the second (2nd) Tuesday due to the holidays.

The 2015 meeting dates are as follows:  February 24, March 24, April 28, May 26, June 23, July 28, August 25, September 22, October 27, November 10, December 8, 2015.

Further Resolved that the meeting schedule will be posted in accordance with the Public Act 267 of 1976 as amended.

Election of GSAB Chairperson - 2015

Resolved that Gerald Carvey be appointed as Chairperson of the Green Space Advisory Board for 2015.

Election of GSAB Vice Chairperson-2015

Resolved that a unanimous ballot be cast and Dahlvin Peterson be appointed as Vice Chairperson of the Green Space Advisory Board for 2015.

Appointments to GSAB Sub-committees for 2015

Resolved, the Green Space Advisory Board concurs with the following 2015 appointments to their sub-committees:

Administration & Strategic Sub-committee:   Gerald Carvey, GSAB Chair, Dahlvin Peterson, GSAB Vice Chair, Mike Hartner, Director, Parks & Forestry, and Adam Kochenderfer, City Council member.

Communication, Promotion & Education Sub-committee:  Jayson Graves, sub-committee chair, Darlene Janulis, Thomas Neveau, Sandra Niks and Maura Losh, and Shreya Reddy, RHGYC representatives.

Property Nominations & Acquisitions Sub-committee:  Tim Gauthier, sub-committee chair, Gerald Carvey, and Mike Hartner.

Stewardship & Advocacy Sub-committee:  Dahlvin Peterson, sub-committee chair,  Richard Graham, Samantha Phillips and Omar Ilyas, RHGYC representative.

Discussion ensued regarding invasive species and what the state and county programs are trying to accomplish by coordinating groups to work together on this issue. Mr. Hartner suggested that the Communication Sub-committee investigate possible ways to work with local home owners associations toward this end.  Mr. Hartner offered to forward information to Mr. Graves on this matter as well as setting up a meeting at City Hall for a more detailed discussion.

Board members proposed a spring event that would encourage the public to visit the Riverbend Park.  Chairperson Carvey requested that Mr. Graves take on this task.

Mr. Gauthier inquired if the Board could revisit the properties that were not nominated for acquisition.  He will put together a list for the February 24th meeting.  Mr. Hartner suggested that interested board members could rewalk the properties with Lance DeVoe to help in prioritizing the features of each property.  Mr. Gauthier and Mr. Hartner offered to put together a presentation for the next meeting of select properties based upon their current status.

Chairperson Carvey informed the Board that he would not be in attendance at the February 24th meeting and requested that Vice-Chairperson Peterson conduct the meeting in his absence.
