Chairperson Carvey called the Green Space Advisory Board meeting to order at 7:03 p.m.

Resolved that the Green Space Advisory Board hereby approves the Minutes of
the Regular Meeting of July 28, 2015 as presented/amended.

Chairperson Carvey welcomed the new Rochester Hills Government Youth Council representatives Grace Currier, Elena Romund and Samina Saifee to the meeting. Chairperson Carvey asked everyone in attendance to introduce themselves to the new RHGYC representatives.

Lisa Parsons, a resident of Maplehill Road spoke about the wooded property at the end of her street that has been sold to a developer. She expressed concern that the parcel had been turned down as a Green Space property in 2010 and asked if the property could be looked at again.
Chairperson Carvey explained that the property was scored by the GSAB in 2010 and a decision was made not to recommend the parcel to City Council. Since then the GSAB has reviewed all of the properties that were nominated and not acted upon. Councilperson Kochenderfer commented that the issue is that a developer wants to build condos that will comply with all local ordinances and will only need to go before the Planning Commission for approval. As such, City Council will not be involved in the process. Lance DeVoe stated that the property owner would have to contact the City to nominate the property for acquisition as a Green Space property. Lisa pointed out that the residents of her street are all paying for Green Space properties and are disappointed that this area has been denied.
Jaclyn Beydan, also of Maplehill Road expressed her concerns about the safety of her street with the construction traffic that will occur with the proposed development. She will approach the developer and ask that he nominate the parcel for acquisition as a Green Space property. Vice Chairperson Peterson explained the scoring process the GSAB used when reviewing properties. Councilperson Kochenderfer noted that if the property owner nominated the parcel that the GSAB would revisit and take a second look at the property.

GSAB Stewardship & Advocacy Sub-Committee
Chairperson Carvey stated that Director Hartner was hoping to have the Stewardship Management Plan from Niswander Environmental by Friday, September 25th. Lance DeVoe gave an update on where Niswander is currently treating invasive species within the City. Vice Chairperson Peterson inquired how long the process will take. Lance DeVoe explained that it will be a three year treatment program depending on how well an area can be accessed. Board Member Neveau stated that other areas in the State are dredging to remove Phragmites.

Discuss Stewardship Management Plan
Lance DeVoe informed the Board that Niswander would have the Stewardship Management Plan to the Board Members prior to the October meeting.

Chairperson Carvey opened the discussion on developing guidelines for naming Green Space properties. Lance DeVoe reported that Leanne Scott of the Clerks Office informed Director Hartner that City Council currently does not have any criteria in place on this topic and that the GSAB could make recommendations to City Council on names for Green Space properties.
Board Member Janulis provided some history on how the City park names were decided upon. Previous committees that she has served on engaged the community in discussion to come up with park names. Additionally, Board Member Janulis shared the guidelines followed by the school district in determining names. She volunteered to do additional research on the topic for the October meeting. Chairperson Carvey reviewed who the City parks are named for.
Board Member Graves asked if the Chairperson would like this topic moved to the Communication, Promotion and Education Sub-Committee for the next meeting.

Board Member Niks asked for an update on the status of the Ruby property. Lance DeVoe informed the Board that a company has been hired to perform a phase one environmental study of the Ruby property. The study is underway and the results should be in within the next week. Councilperson Kochenderfer confirmed that City Council has the option to purchase the entire parcel pending results of the study.
Board Member Janulis inquired about the status of Riverbend Park. Lance DeVoe reported that the City is in a holding pattern on the park. The steering committee for the Park met last week with Design Team Plus who shared details of all of the potential features and elements which could be installed in the Park. Steering committee members rated each element of the design plan. Lance DeVoe wrapped up the discussion stating that there are many possibilities and features that are being considered.
