Resolved that the Green Space Advisory Board hereby approves the Minutes of
the Regular Meeting of April 28, 2015 as presented/amended.
|
Chairperson Carvey welcomed new Board Member Peter Beightol and asked fellow Board Members to introduce themselves giving a history of their time on the Green Space Advisory Board.
Director Hartner gave Peter a brief update on what the GSAB has done to date in acquiring properties and what the City has done to identify and map all of the Green Space locations within Rochester Hills and along the Clinton River. With this information in hand the consultants hired by the City are currently developing a management plan for all of the Green Space properties. This plan will detail all of the natural features of each property; provide identification of natural species, invasive species and stream bank erosion along with having an education component. This information will assist the Board in being proactive in areas of stewardship, education and enhancing the Green Space habitat. One million dollars of the original Green Space millage money is now in a trust fund and will provide interest income to fund Green Space programs with an upcoming recommendation to City Council to place an additional four million into the trust fund to build a fund for acquisition and stewardship projects.

Chairperson Carvey acknowledged that Jessica Long was present at tonight's meeting.

Board Member Graves gave a post event report on the May 16th Discovery Hike. The hike was attended by Board Members Janulis, Niks, Neveau and Graves and by former Board Member Beth Tilove along with Mike Hartner, Lance DeVoe, Grant VanSlembrouck and Councilperson Stephanie Morita. Approximately fifty people enjoyed the walk and another ten participants visited the Green Space property at the Reagan Street entrance. In addition to the participants from Rochester Hills, visitors came from the Cities of Redford, Northville and Ortonville.
Participants enjoyed an "I Spy" game, pond naming contest, guided nature walks and informational handouts.
Board Member Graves suggested that next year's Discovery Hike be planned for the month of April and asked about the possibility of inviting our consultants from Niswander to participate. Lance DeVoe recommended that there should be set times for the guided hikes. Board Member Janulis proposed that the City invest in permanent banners to advertise the annual Discovery Hike.
Director Hartner congratulated Board Members Graves, Janulis and Niks on a successful Discovery Hike.

Property Nominations & Acquisitions Sub-Committee Chairperson Gauthier recommended that the Board Members come to a consensus on the individual rankings of the Ruby property in order to come up with a final ranking score by reviewing each item on the score sheet. Director Hartner advised the Board of the methods the City uses in scoring properties and how the scoring values were determined from the information in the Natural Features Inventory.
Sub-Committe Chairperson Gauthier reviewed each item on the score sheet with the Board. Each ranking was discussed with the following results:
Water Resources on the Ruby property were given a score of 2.
Habitat Protection scored 11 points.
Recreational/Historical Value of the property was discussed by Board Members and score of 12 was agreed upon.
Other Factors received a score of 6 in part due to the native plants and the high quality of hardwood trees on the property.
Adverse Factors scored a 0.
Total score for the Ruby Avenue property: 31
Upon further discussion the Board decided to postpone the decision to recommend the property to City Council until the June 23rd GSAB meeting in hopes that the entire Board will be in attendance.
